Saudi Arabia enhances civil aviation security through the 2010 Beijing Agreement

In a strategic move reflecting its unwavering commitment to international standards, the Kingdom of Saudi Arabia has officially joined the Convention for the Suppression of Unlawful Acts Relating to International Civil Aviation, adopted by the International Civil Aviation Organization (ICAO). This step aims to enhance the security of civil aviation and protect it from any potential threats. The convention is internationally known as the “Beijing Convention 2010,” which was adopted on September 10, 2010. This accession represents an extension of the Kingdom’s active role in the international community and aligns with its domestic policies and regulations that prioritize the safety of air transport.

The historical development of efforts to protect civil aviation security

The threats facing the air transport sector are not new; they have evolved over the past decades. Historically, the international community has relied on the Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation, signed in Montreal in 1971, and its supplementary protocol signed in 1988. With the evolution of threats and growing international concern regarding unlawful acts targeting aircraft and airports, the urgent need to update the international legal framework has become apparent. Hence, the 2010 Beijing Convention represents a qualitative leap forward in updating and harmonizing the provisions of previous agreements. It aims to criminalize new acts of terrorism, such as the use of aircraft as weapons or targeting air navigation infrastructure, thereby strengthening deterrent legal frameworks and establishing general principles to ensure the comprehensive and effective fight against these crimes.

Details of Saudi Arabia's accession to the international treaty

On the official level, the Kingdom's Permanent Representative to the International Civil Aviation Organization (ICAO), Engineer Mohammed bin Sami Habib, deposited the instrument of accession to the Convention with the Secretary General of the Organization, Mr. Juan Carlos Salazar. This official ceremony took place on Friday, 7 Dhu al-Qi'dah 1447 AH, corresponding to 24 April 2026. The ceremony was attended by members of the Kingdom's Permanent Mission, as well as the Director of the Legal Department at ICAO, Mr. Michael Gill. With this diplomatic and legal procedure, the Kingdom of Saudi Arabia became the fifty-seventh State Party to the Convention, and its provisions will officially enter into force for the Kingdom on 15 Dhu al-Hijjah 1447 AH, corresponding to 1 June 2026.

Strategic dimensions and expected impact locally and internationally

The Kingdom's accession to this agreement is of paramount importance and will have a far-reaching impact on several levels. Domestically, this move aligns with the objectives of Saudi Arabia's National Aviation Strategy, which aims to transform the Kingdom into a leading global logistics hub, requiring the highest levels of safety and reliability at its airports and in its airspace. Regionally and internationally, this step contributes to mitigating any direct threat to the safety of individuals and property and enhances the global community's confidence in the security and efficiency of air transport. Through this accession, the Kingdom also reaffirms its commitment to supporting international efforts to combat terrorism and to providing a safe and stable aviation environment that fosters economic growth and facilitates global trade and tourism, thus solidifying its position as a pivotal nation in the international civil aviation sector.
