The Kingdom of Saudi Arabia has achieved an unprecedented historical milestone by topping the world in the 2025 Digital Readiness Index issued by the International Telecommunication Union (ITU). The Kingdom scored 94 out of 100 points, placing it in the “very high” category, and advancing to first place globally after ranking fourth with 90 points last year. This progress reflects a qualitative leap in its digital transformation journey and the development of an advanced digital ecosystem based on mature regulatory policies and effective governance frameworks.

Over the past years, the country has witnessed a comprehensive restructuring of the communications and information technology sector, and the establishment of specialized entities such as the Saudi Data and Artificial Intelligence Authority (SDAIA) and the Digital Government Authority. This has contributed to building a robust digital infrastructure capable of absorbing the latest global technologies and implementing best regulatory practices that keep pace with rapid changes.
Saudi Arabia surpasses major developed countries
The Kingdom topped the global rankings, surpassing technologically advanced nations. Finland and Germany followed in second and third place, respectively, with 93 points each, then the United Kingdom in fourth place with 92 points, Norway in fifth with 91 points, and France in sixth with 90 points. This index is considered one of the most important specialized international indicators, measuring national readiness for digital systems by evaluating communication systems, policies, and governance tools. The index is based on 117 sub-indicators distributed across nine main pillars, including regulatory maturity and the development of sector legislation.
