Cabinet approves rules for contracting with Saudis abroad and salary scale

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud Crown Prince and Prime Minister meeting held the Cabinet today in Jeddah.
At the beginning of the meeting, His Royal Highness briefed the Cabinet on the contents of the message received by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, from the President of the Republic of Djibouti, Ismail Omar Guelleh, concerning bilateral relations between the two brotherly countries.

the Crown Prince expressed his gratitude to the leaders of the Gulf Cooperation Council (GCC) states for their efforts at the Consultative GCC Summit hosted by the Kingdom of Saudi Arabia, reflecting their commitment to strengthening communication and consultation, and supporting coordination and joint action to achieve regional security and stability.
Regional developments
In a statement to the Saudi Press Agency following the session, Minister of Media Salman bin Yousef Al-Dossari explained that the Cabinet reviewed the latest regional and international developments, particularly those in the region and their security and economic repercussions. The Cabinet reiterated the Kingdom of Saudi Arabia's firm stance on these issues and its continued support for all diplomatic efforts aimed at establishing global peace and stability.
The Cabinet then discussed several reports related to domestic affairs and the various achievements realized under the Kingdom's Vision 2030. These achievements support the development process and aim to establish a more diversified and resilient economic model by increasing the contribution of non-oil sectors, expanding the production and investment base, launching specialized national programs and strategies to leverage resources and capabilities, and enhancing the ability to adapt to global changes.
Vision gains
The Council noted the achievements of the Vision in its first and second phases, and the nearing of its objectives, with 93% of key performance indicators achieving their annual targets. This progress was driven by structural, economic, financial, and legislative reforms that empowered various sectors, attracted investments, improved quality of life, and solidified the Kingdom's global standing and competitiveness.
The Council emphasized the importance of redoubling efforts to sustain this impact in the third phase, accelerate the pace of work, and ensure continued progress and prosperity. The Cabinet also commended government entities for their significant progress in the 2026 Emerging Technologies Readiness Index, as they continued to provide innovative services that enhanced digital integration, increased productivity, and expedited completion, while maintaining their leadership in international rankings and indicators.
Agenda
The Council reviewed the topics on its agenda, including topics that the Shura Council had participated in studying. It also reviewed the conclusions reached by the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Council of Ministers, and the Council of Ministers’ Experts Committee regarding these topics. The Council concluded the following:
Firstly:
Approval of a memorandum of understanding between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Mines and Energy of the Republic of Colombia in the fields of energy.
secondly:
Approval of two Memoranda of Understanding for cooperation in the field of youth and sports between the Ministry of Sports in the Kingdom of Saudi Arabia and both the Ministry of Culture, Youth and Sports in Brunei Darussalam and the Ministry of Youth and Sports in the Federal Republic of Somalia.
Third:
Approval of a memorandum of understanding between the Ministry of Economy and Planning of the Kingdom of Saudi Arabia and the Ministry of Economy and Regional Cohesion of the Republic of Portugal for cooperation in the economic field.
Fourth:
Approval of a memorandum of understanding between the Ministry of Investment in the Kingdom of Saudi Arabia and the Investment Promotion Agency in the State of Qatar for cooperation in the field of promoting direct investment.
Fifth:
Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Federal Republic of Nigeria on cooperation and mutual assistance in customs matters.
Sixth:
Approval of a memorandum of understanding between the Saudi Food and Drug Authority and the Food and Economic Safety Authority of the Republic of Portugal on matters related to their respective areas of expertise.
Seventh:
Approval of a memorandum of understanding for cooperation and news exchange between the Saudi Press Agency and the Syrian Arab News Agency.
Eighth:
Approval of the rules governing contracts with Saudis abroad, and the salary scale.
Ninth:
Approval of the organizational structure and guide for the Ministry of Hajj and Umrah.
Tenth:
Approval of the final accounts of the Saudi Standards, Metrology and Quality Organization, the General Authority for Competition, and the Infrastructure Projects Center in the Riyadh region, for a previous fiscal year.
Eleventh:
Directing what is necessary regarding a number of topics included on the Cabinet’s agenda, including two annual reports of the Saudi Fund for Development, and the Strategic Office for the Development of Al-Jawf Region.
twelfth:
Approval to promote Khalid bin Abdullah bin Omar Sindi to the position of (Senior Business Advisor) at the (fifteenth) rank in the Holy Capital Municipality, and to promote Abdulmajid bin Ahmed bin Abdulaziz Al-Ali to the position of (Business Advisor) at the (fourteenth) rank in the General Staff Headquarters at the Ministry of Defense.
