Saudi-French partnership in the mining and minerals sector

His Excellency the Minister of Industry and Mineral Resources, Mr. Bandar bin Ibrahim Al-Khorayef, held an important bilateral meeting with the French Ministerial Delegate for Critical and Strategic Minerals, Mr. Benjamin Galizeau. The meeting aimed to discuss ways to enhance the strategic partnership between the two friendly countries in the mining and minerals sector, on the sidelines of the Kingdom's participation in the Critical Minerals Forum organized by the Organisation for Economic Co-operation and Development (OECD) in Paris.
Roots of economic cooperation and the development of bilateral relations
The current discussions are based on a long history of strong diplomatic and economic relations between Riyadh and Paris. For decades, France has been a reliable trade and investment partner for Saudi Arabia in various vital sectors such as energy, defense, and technology. In recent years, with the launch of Saudi Vision 2030, cooperation has shifted towards diversifying income sources and reducing dependence on oil, making the exploration and exploitation of natural resources a top priority. This trend has resulted in the signing of numerous memoranda of understanding and bilateral agreements that pave the way for economic integration serving the interests of both parties, particularly in light of the global shift towards clean energy, which requires vast quantities of strategic minerals.
Joint investment opportunities in the mining and minerals sector
The recent meeting reaffirmed the deep-rooted relations between the Kingdom and France, which form a cornerstone for strengthening joint cooperation in the mining and minerals sector. The two sides reviewed mutual opportunities in mineral exploration, investment in major mining projects, and the localization of mineral industries within the Kingdom. They also discussed avenues for cooperation to leverage the latest technologies and innovative solutions in mining operations, aiming to enhance the sector's efficiency and promote its environmental and economic sustainability, while emphasizing the importance of integration across value chains related to strategic minerals.
Strategic dimensions and the impact of the partnership on global supply chains
These collaborative steps are of paramount importance and are expected to have a far-reaching impact, extending from the local to the regional and international levels. Locally, this partnership will accelerate the development of Saudi Arabia's mining infrastructure, create thousands of jobs, and transfer advanced French knowledge and technology to the national workforce. Regionally and internationally, the combined efforts of the two countries play a crucial role in securing the supply chains of critical minerals upon which the world depends for future industries, such as electric vehicle batteries and renewable energy technologies. This alliance reinforces the Kingdom's position as a leading and reliable regional hub for mineral production and export, and provides France and Europe with a strategic partner to meet the growing demand for these vital resources.
The role of the Critical Minerals Conference in shaping future policies
This diplomatic and economic activity comes at an ideal time, coinciding with the Critical Minerals Forum. Organized by the Organisation for Economic Co-operation and Development (OECD), this event is one of the most prominent international conferences specializing in this vital sector. It brings together leading government officials, policymakers, industry leaders, and representatives from international organizations to discuss the complex challenges and promising opportunities associated with critical minerals supply chains. The Kingdom's active participation in such forums underscores its firm commitment to playing a pivotal role in stabilizing global markets and supporting sustainable industrial transformation.
