Issuance of Makkah entry permits for residents begins: conditions and steps

The General Directorate of Public Security in the Kingdom of Saudi Arabia announced the commencement of arrangements and procedures for the Hajj season of 1447 AH. These procedures require residents wishing to visit the Holy City of Mecca to obtain an entry permit from the relevant authorities. Starting Monday, April 13, anyone without this permit will be denied entry, as part of the Kingdom's efforts to ensure the safety and security of pilgrims and facilitate their movement.
Steps and conditions for obtaining a Makkah entry permit for residents
Public Security confirmed that regulations will be strictly enforced against anyone attempting to enter without the required documents. Exemptions from this ban include those holding a valid work permit for the Holy Sites issued by the relevant authorities, those with a valid residency permit issued in Mecca, and holders of official Hajj permits. The relevant authorities noted that the process of issuing entry permits to Mecca for resident workers during the Hajj season is a simple and easy online process. Applicants can apply through the “Absher Individuals” platform or the “Muqeem Portal,” via direct technical integration with the unified digital platform for issuing Hajj permits (Tasreeh Platform). This reflects the significant digital advancements in Saudi government services.
A long history of efforts in crowd management and ensuring the safety of pilgrims
For decades, the Kingdom of Saudi Arabia has placed serving the Two Holy Mosques and their visitors at the forefront of its priorities. These regulatory measures are an extension of a long history of dedicated work to develop the Hajj and Umrah system. Since the Kingdom's founding, expansion and development projects have been ongoing, and rigorous systems have been established to manage the millions of pilgrims who converge on one place at the same time. With the launch of Saudi Vision 2030, this system has witnessed significant advancements through the application of modern technologies and artificial intelligence to streamline procedures. Regulating entry to the Holy City well in advance of the start of the rituals is a standard and well-considered strategic step aimed at creating a suitable environment for receiving pilgrims and alleviating pressure on the infrastructure and public facilities in Mecca.
Strategic dimensions and expected impact of entry regulation
The decision to regulate entry to the Holy City of Mecca is of paramount importance and will have far-reaching positive impacts at the local, regional, and international levels. Locally, this measure will alleviate traffic and crowd congestion, enabling security, health, and service agencies to perform their duties more efficiently and ensuring the provision of exceptional logistical services to Mecca's residents and visitors. Regionally and internationally, these proactive steps send a clear message of reassurance to the entire Muslim world, affirming the Kingdom's complete readiness and exceptional ability to manage one of the world's largest gatherings with the highest standards of security and safety. This meticulous organization also enhances the positive perception of Saudi Arabia's efficient crisis and crowd management capabilities and guarantees a safe and seamless spiritual experience for every pilgrim visiting the Holy Mosque.
