The Saudi Ministry of Commerce has issued a new decision requiring all commercial establishments and importers operating in the chemical sector to report environmental incidents and violations of the Environmental Law and its implementing regulations. This decision comes as part of the Kingdom's ongoing efforts to strengthen environmental oversight and ensure the safety of industrial and commercial activities with a direct environmental impact, in accordance with stringent international and local standards for protecting the environment and its natural resources.
The three chemical activities targeted by the regulatory decision
The Ministry of Commerce, through an official circular addressed to the Federation of Saudi Chambers, identified three key commercial activities targeted by this strict regulatory measure. These activities include the packaging of chemicals and cleaning materials, chemical and petroleum product laboratories that test inorganic materials such as gold and precious stones, and chemical warehouses and storage facilities. These sectors are considered highly sensitive and require high safety standards to prevent any leaks or contamination that could threaten public safety and the surrounding environment.
Mechanisms and controls for reporting environmental incidents at chemical facilities
The ministry clarified that the mechanism for handling violations requires filling out a designated form and sending it urgently and directly to the Chemical Clearance Department to ensure a rapid response and mitigate potential environmental risks associated with these sensitive activities. This field action comes in implementation of official directives emphasizing the necessity of immediately reporting any violations or environmental incidents to the National Center for Environmental Compliance, to ensure immediate corrective action is taken and to minimize any damage that may result from such incidents.
