The Ministry of Interior warns: A Hajj permit is a prerequisite to avoid penalties
The Saudi Ministry of Interior urged all citizens and residents, as well as holders of all types of visas, to fully comply with the regulations governing the performance of Hajj this year. The Ministry emphasized that obtaining a Hajj permit through official channels is an essential and indispensable requirement for performing the pilgrimage, and warned against being misled by advertisements promoting fraudulent Hajj services, in order to avoid severe legal penalties.

It clarified that reports can be submitted by calling the unified number (911) in the Makkah, Madinah, Riyadh, and Eastern regions. In the rest of the Kingdom, citizens and residents can call (999). Security authorities affirmed their complete readiness to handle these reports confidentially and decisively to deter violators.
A Hajj visa is the only way to perform the rituals
For its part, the Ministry of Hajj and Umrah's directives aligned with those of the Ministry of Interior, reiterating the importance of pilgrims completing their procedures through approved government platforms. The Ministry clarified unequivocally that the designated Hajj visa is the only document authorizing its holder to enter the Holy Sites and perform the pilgrimage. It emphasized that visit, tourist, and work visas do not entitle their holders to perform Hajj in any way.
