Saudi Arabia 2025: 19.5 million pilgrims and Umrah performers, and record satisfaction indicators

In an unprecedented achievement reflecting the success of the Kingdom's strategic plans, Saudi Arabia welcomed 19.5 million pilgrims from abroad during 2025, achieving an overall satisfaction rate exceeding 90% with the services provided. These record-breaking indicators crown the ongoing efforts to develop the system for serving pilgrims and confirm the progress towards achieving goals of Vision 2030 , according to data monitored by the National Center for Performance Measurement of Public Entities (Adaa).
The historical and strategic dimension of serving the Two Holy Mosques
The Kingdom of Saudi Arabia has always considered serving the Two Holy Mosques and their visitors a fundamental pillar and a historical honor borne by the Saudi leadership since the founding of the state. These efforts are not limited to operational aspects alone, but extend to include massive expansion projects and the development of digital and logistical infrastructure, making the Kingdom a leading global model in managing millions of pilgrims. The 2025 figures confirm the Kingdom's success in transforming challenges into opportunities and reinforcing its position as the heart of the Islamic world and the custodian of its holy sites.
Performance indicators reflect the quality of planning
The Guests of God Service Program—one of the most important programs for achieving the Kingdom's Vision 2030—revealed that the significant progress achieved encompassed both the Hajj and Umrah seasons. Detailed statistics showed a 91% satisfaction rate among pilgrims, rising to 94% among Umrah pilgrims. These high rates clearly demonstrate the quality of the pre-planning, the efficiency of the operations, and the integrated efforts of more than 60 governmental and private entities working in perfect harmony to provide comprehensive and seamless services to the guests of God throughout their spiritual journey.
The spirit of giving and community engagement
The success wasn't limited to the official side; the season also witnessed broad community participation, reflecting the authenticity and hospitality of the Saudi people. The number of volunteers exceeded 184,000, who actively contributed to guidance, organization, and humanitarian and health services. This shining example embodies the spirit of giving and national partnership, reinforcing noble community values in serving the guests of God, leaving a positive impact on the pilgrims and Umrah performers.
Enriching the cultural and religious experience
In an effort to provide a comprehensive spiritual and cultural experience, the Ministry of Hajj and Umrah has expanded its reach to enrich the religious experience by developing and restoring 18 historical sites associated with the life of the Prophet Muhammad (peace be upon him) in Mecca and Medina. This initiative aims to deepen the spiritual impact of the pilgrimage and add an intellectual and cultural dimension, allowing pilgrims to gain a deeper understanding of the history of Islamic civilization, thus fulfilling one of the Vision's key objectives: enriching the visitor experience.
Integration of roles and wise leadership
The program affirmed that these achievements are the result of the integrated roles of government agencies, the private sector, and the non-profit sector, within an institutional framework based on clear objectives, performance and impact measurement, and continuous improvement of service quality. All of this comes with the direct support and guidance of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, Prime Minister – may God protect them – who give the service of pilgrims the highest priority and dedicate all resources to enhancing the quality of services and strengthening the system's readiness year after year, ultimately aiming to host 30 million Umrah pilgrims by 2030.
