Food and Drug Regulations: Mechanism for Clearing Medicines During Hajj

This oversight begins with the electronic system, where applications for medication clearance during Hajj and all required documents must be submitted via the "Nusk" platform at least 15 days before shipments arrive.

The designated entry points for medical supplies were King Abdulaziz International Airport in Jeddah and Prince Mohammad Bin Abdulaziz International Airport in Madinah, from Shawwal 15 to Dhu al-Qi'dah 30. This measure aims to regulate the flow of supplies and ensure their complete availability. The regulations emphasize the importance of direct medical supervision, requiring the presence of a licensed medical team within the mission, in addition to contracting with a licensed service provider within the Kingdom to oversee storage and dispensing operations according to approved standards. Furthermore, it is imperative to re-export any remaining quantities of medications after the season concludes, prohibiting their storage within accommodations or distribution in any form after the missions depart.

Regulations for medications intended for personal use

Regarding medications for personal use by pilgrims, regulations permit their entry within certain limits, ensuring that the quantities do not exceed what is needed for 30 days or the duration of the pilgrim's stay, whichever is shorter. The authority noted that prescription or controlled medications require a detailed medical report or a valid prescription, issued no more than six months prior, to ensure safe and regulated use.

In a related context, the requirements stressed adherence to packaging safety, as it is prohibited to bring in medicines outside their original or expired packaging, in addition to banning preparations of unknown composition or those that carry misleading medical claims, such as unapproved slimming or whitening products.

The list of prohibited substances and their impact on global health security

Regarding prohibited items, the authority clarified that the list includes specific categories of medicines and food products, most notably devices and supplies containing radioactive materials, in addition to medicines listed on local and international prohibited lists. The supply of narcotic drugs or psychotropic substances through missions is also prohibited, with a limited exception for pilgrims for personal use, provided that prior approval is obtained through the Controlled Drugs Program (CDS).

The regulations also prohibited the importation of food supplies for the purpose of providing sustenance to missions, as this task is limited to approved contractors within the Kingdom, with a ban on the entry of any food products containing pork derivatives or alcohol, or those that are expired or of unknown origin.
