Municipal volunteering during Hajj: Preparing 4,500 volunteers to serve the pilgrims

In a move reflecting its ongoing commitment to serving pilgrims visiting the holy sites, the Ministry of Municipalities and Housing, through its regional secretariats, has mobilized over 4,500 male and female volunteers to actively participate in serving the pilgrims during the 1447 AH Hajj season. This initiative is part of the Ministry's efforts to enhance the readiness of the municipal volunteer system at key locations during Hajj and to improve the efficiency of municipal services provided throughout the season, ensuring an exceptional and seamless experience for pilgrims from the moment they arrive.
The historical context of serving pilgrims and the development of volunteer work
Throughout history, serving the pilgrims of the Holy House of God has been a great honor and a top priority for the Kingdom of Saudi Arabia since its founding. In the past, voluntary efforts relied on individual and community initiatives from the residents of Mecca and Medina to provide water, food, and guidance. With the development of state institutions, this noble work has transformed into an organized and sustainable institutional effort.
In the modern era, with the launch of Saudi Vision 2030, the volunteer sector has witnessed a qualitative leap, with the vision aiming to reach one million volunteers. Within this framework, the role of government institutions in organizing these efforts has become prominent, making the volunteer work system a fundamental pillar in crowd management and the provision of logistical and humanitarian services during Hajj seasons, reflecting the authentic Islamic values of Saudi society.
The role of municipal volunteering in Hajj and its overall impact
Municipal volunteering during Hajj is of paramount importance, extending beyond local boundaries to leave a broad regional and international impact. Locally, the presence of thousands of volunteers helps alleviate the burden on official staff, expedites the delivery of municipal services, and ensures the smooth flow of movement in the holy sites. It also strengthens the spirit of solidarity and national belonging among participating Saudi youth.
On both regional and international levels, the Kingdom's success in managing millions of pilgrims annually with the help of a large number of qualified volunteers presents a global model for crowd and crisis management. Integrated field routes to receive the guests of God
The ministry explained that the municipal volunteering system is part of a comprehensive strategic plan aiming to engage more than 20,000 volunteers. These volunteers' role focuses on providing effective support for receiving pilgrims through land and air entry points, and ensuring that municipal facilities and sites are fully prepared. Their duties also include carrying out various volunteer activities in the holy sites, in addition to providing necessary support during the departure phases and bidding farewell to the pilgrims after they have completed their rituals.
The ministry explained that volunteers participate in a number of specific field roles, including guidance and direction, site support, and assisting municipal teams with operational and service tasks. This systematic deployment enhances the presence of volunteer work and directly contributes to providing a smooth and safe experience for pilgrims, ensuring their comfort and well-being.
The wise leadership's care in harnessing capabilities for pilgrims
The Ministry of Municipalities and Housing affirmed that municipal volunteer efforts are part of a comprehensive service system implemented by all relevant authorities during the Hajj season. This work is a natural extension of the utmost care and attention that the government of the Custodian of the Two Holy Mosques and His Crown Prince – may God protect them – bestow upon the pilgrims. All available material and human resources are mobilized to serve them from the moment they arrive in the Kingdom until their safe departure.
In this context, the Ministry continues its work within its operational plans for the 1447 AH Hajj season, focusing on enhancing municipal and service readiness in Makkah, Madinah, and the Holy Sites, as well as the entry points and roads leading to them. These early preparations aim to accommodate the anticipated high volume of traffic during the season and improve the quality of services provided, ensuring that pilgrims can perform their rituals in a healthy, safe, and comfortable environment.
