Historically, since its unification, the Kingdom of Saudi Arabia has placed great emphasis on the development of Mecca and the Holy Sites. Crowd management and logistical services are not recent developments, but rather the culmination of decades of continuous planning and development. In the past, municipal challenges were limited to providing water and maintaining basic roads, but with the increasing number of pilgrims arriving from all over the world, the strategy has shifted to building smart and sustainable cities within a short timeframe each year. This historical legacy of care and attention has made the Saudi experience in crowd management and municipal services a global model to be emulated in dealing with gatherings of millions of people.
Immediate response and intensive operational tours
The ministry explained that the system receives approximately 30,000 reports daily through the “Baladi” platform and its associated operational channels. In its efforts to ensure quality, the ministry noted that field teams conduct more than 4,500 operational visits daily, in addition to monitoring and addressing nearly 2,000 observations daily. This diligent work enhances field readiness and supports rapid decision-making in high-density areas. The monitoring system relies on the integration of operations rooms, field teams, and digital monitoring systems, ensuring the continuity of municipal services and improving response efficiency throughout the season.

Huge facilities and strict health controls
As part of its operational plans for the 1447 AH Hajj season, the Ministry of Municipalities and Housing announced the activation of more than 66 field service centers. Preparations included the construction and development of 20 pedestrian bridges and 18 underpasses, in addition to the readiness of more than 62 pedestrian and vehicle underpasses. Over 330,000 lighting units and 150,000 light poles were also activated in Mecca and the Holy Sites, enhancing traffic flow and safety. On the health front, the Ministry intensified its health and food safety inspections, conducting more than 2,800 daily inspections, supported by five advanced laboratories with a daily testing capacity of up to 1,300 samples. The readiness of the accommodation centers in the Holy Sites was also confirmed, with a capacity to accommodate up to 45,000 pilgrims, as part of the emergency and field response plans.
