Ministry of Interior: Presenting entry permits to Mecca is a prerequisite for Hajj

The Saudi Ministry of Interior has firmly announced that presenting entry permits to Mecca to security personnel is a mandatory requirement for entry into the holy city and the holy sites. This decision comes as part of the ongoing efforts of the Custodian of the Two Holy Mosques' government to organize the Hajj pilgrimage, ensure the smooth flow of movement, and provide a safe and healthy environment for all pilgrims arriving from around the world.

The importance of verifying entry permits to Mecca via digital applications

In the Kingdom's era of digital transformation, the Ministry clarified that citizens, residents, and visitors can easily view their Makkah entry permits through the "Tawakkalna" application, which has become the trusted digital companion for government services. Furthermore, the authenticity and validity of these permits are verified on-site by security personnel using the "Midan" application. This advanced technological step contributes to expediting the screening process at checkpoints and prevents any attempts at forgery or manipulation, ensuring that only those with proper authorization are allowed to enter the Holy Sites.

The historical development of crowd management and Hajj season administration

Historically, the Kingdom of Saudi Arabia has borne the responsibility of managing and organizing the Hajj for decades. In the past, entry procedures relied on paper permits and manual verification, requiring considerable effort and time. As the number of pilgrims increased year after year, the wise leadership recognized the need to develop operational mechanisms. Consequently, systems gradually evolved until we reached the stage of full automation we witness today, perfectly aligned with the objectives of Saudi Vision 2030 to harness technology to serve the pilgrims and facilitate their spiritual journey.

The positive impact of implementing security systems at the local and international levels

The emphasis on the necessity of presenting official permits carries profound implications. Locally, this measure helps prevent overcrowding and haphazard sleeping, and alleviates pressure on infrastructure, health services, and security in Mecca, thus positively impacting the quality of services provided. Regionally and internationally, these stringent measures send a clear message of reassurance to all Islamic countries that the Kingdom prioritizes the safety and security of its citizens and is capable of managing the world's largest human gathering efficiently and effectively, thereby reinforcing the Kingdom's leading position in the Islamic world.

A call for cooperation and reporting of violators

In closing, the Ministry of Interior urged all citizens and residents to fully comply with Hajj regulations and instructions, emphasizing that these laws were enacted primarily to ensure the safety and security of pilgrims, enabling them to perform their rituals with ease and peace of mind. The Ministry called upon everyone to act responsibly and report any individuals violating these regulations and instructions. Reports can be submitted by calling the unified number (911) in the regions of Makkah, Madinah, Riyadh, and the Eastern Province, while reports can be submitted by calling (999) in the rest of the Kingdom. This joint cooperation between citizens and security personnel is the cornerstone of the success of any security and organizational plan.
