With the increasing number of pilgrims year after year, the emergency medical services system has undergone a radical transformation. The Saudi Red Crescent Authority has transitioned from providing traditional ambulance services in past decades to managing sophisticated medical crowds using the latest global technologies. This long history of managing massive influxes has made the Kingdom a global model in mass gathering medicine, with expertise accumulating year after year, culminating today in the launch of integrated initiatives that meet the needs of the modern era.

Dr. Ahmed bin Ali Al-Zahrani, Director General of the Authority's branch in the Madinah region, explained that the operational plan for Hajj 1447 aims primarily to provide emergency medical care to visitors of the Prophet's Mosque and secure the roads leading to Madinah. Field operations are scheduled to begin on the first of Dhu al-Qi'dah and continue at full capacity until mid-Muharram 1448 AH. This timeline ensures comprehensive coverage of all stages of the arrival and departure of pilgrims.
Advanced automated equipment and rapid response
The plan includes allocating 10 operational sectors supported by an operational force exceeding 90 ambulance units. This force includes 54 fully equipped ambulances, in addition to 27 rapid intervention teams using a variety of vehicles including motorcycles, bicycles, scooters, golf carts, and electric "Rafida" vehicles that facilitate access in congested areas. The fleet has also been bolstered with specialized response vehicles dedicated to disasters and multi-casualty incidents, with an emphasis on the complete readiness of air ambulance services for the rapid transport of critical cases.
Qualified human resources and strategic partnerships
The emergency medical system relies on a trained national workforce, with over 700 paramedics, technicians, and administrative staff participating. To bolster this effort, approximately 1,200 male and female volunteers have been recruited, trained, and strategically deployed to key locations and the courtyards of the Prophet's Mosque. The Medical Relocation Center plays a pivotal role in receiving emergency calls via the 997 emergency number or the "Is'afni" (Help Me) application, and forwarding them electronically through the "Electronic Paramedic" system.
