National Address for School Admissions: Education Requirements and Standards

The Saudi Ministry of Education continues its efforts to streamline the registration process for new students, emphasizing that using the national address for school admissions is a mandatory requirement for completing the process through the online "Education Portal." This step aims to ensure the fair and transparent allocation of school places, with priority given to relatives and residents of the neighborhood surrounding the school, thus easing the burden on families and reducing the daily commute.

Digital transformation in education: a historical context

These organizational steps are part of the comprehensive digital transformation underway in the Kingdom of Saudi Arabia, in line with the goals of Vision 2030. Historically, school admissions and registration processes relied on paper-based procedures and in-person visits, consuming significant time and effort for parents and administrative staff. With the development of digital infrastructure, the Ministry has transitioned to centralized electronic systems, culminating in direct technical integration with the "Subul" platform and other government entities. This ensures data accuracy and streamlines the user experience entirely, eliminating the need for any human intervention in the initial screening processes.

Criteria for using the national address for school admissions and selection

Regarding registration details, the Ministry explained that the digital system employs precise criteria for ranking applicants in public schools, Quran memorization schools, and kindergartens. The proximity of the educational institution to the applicant's national address awards higher points, increasing their chances of securing a school place. Furthermore, having a first-degree relative (father, mother, or siblings) attending the same school directly boosts the ranking points. The portal allows parents to specify up to ten school preferences via an interactive map, with the option to prioritize them for admission. If no vacancies are available at the desired schools, the system will automatically direct the student to the nearest available vacancy to their registered address.

Registration requirements and approved age groups

The Ministry of Education stipulated a set of essential requirements, foremost among them a valid national ID, up-to-date vaccinations, and a medical fitness examination via the "Sehhaty" app, without which registration cannot be completed. The regulations settled the issue of age groups, specifying that first grade is open to those who turned six by August 24, 2020, and that the third level of kindergarten is reserved for those born up to August 24, 2023. The Ministry categorically confirmed that there are no exceptions for those who have not yet reached the required age. As for students who are less than six years old by ninety days, they must be pre-registered in an accredited kindergarten to overcome the hurdle of admission to primary school.

The strategic impact of regulating school admissions

This meticulous organization not only streamlines procedures but also has a significant strategic impact at both the local and regional levels. Locally, relying on precise geographic distribution helps alleviate traffic congestion in major cities and assists decision-makers at the Ministry of Education in future urban planning for the construction of new schools in densely populated neighborhoods. Regionally, these measures position the Kingdom as a leading model in the governance of e-learning services. The Ministry has cautioned against manually entering a custom address and neglecting the address linked to the "Subul" system, emphasizing that this leads to the loss of proximity points. It also stressed that eligibility for registration in public schools is limited to citizens and children of female citizens only.
