Forming a high-level committee with the aim of developing judicial services in Saudi Arabia

With the generous and ongoing support of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the diligent follow-up of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister – may God protect them both – the government's efforts to develop judicial services in the Kingdom of Saudi Arabia continue. This approach is driven by a well-established institutional framework that has directly contributed to raising performance efficiency, improving the quality of services, and enhancing the experience of those using the judicial system.
The journey of digital transformation and upgrading the judicial system
Over the past years, the Ministry of Justice has worked to build a comprehensive institutional system governed by rigorous governance and measured by periodic indicators. Historically, the Kingdom's judicial system has witnessed significant leaps forward since the launch of Saudi Vision 2030, transitioning from traditional, time-consuming, and labor-intensive paper-based procedures to full automation through leading digital platforms such as the Najiz portal and virtual courts, which have revolutionized service delivery. This historic transformation has contributed to achieving advanced levels of operational efficiency, procedural clarity, and improved output quality, positively impacting user satisfaction and expediting legal transactions.
Strategic decisions towards developing judicial services
With the achievement of institutional maturity, a strategic direction emerged aimed at moving from simply improving operations to maximizing their impact. Accordingly, His Excellency the Minister of Justice, Dr. Walid bin Mohammed Al-Samaani, issued a decision to form the Supreme Committee for Monitoring and Supervising Development Efforts, chaired by His Excellency, as a pivotal step in the development of judicial services. This committee undertakes vital tasks, including reviewing the governance of the ministry's sectors, monitoring the implementation of decisions, and guiding the work of internal committees to ensure their alignment with the overall strategic direction. The committee also focuses on monitoring the implementation of major initiatives and projects, most notably the application of artificial intelligence across various judicial sectors, developing policies for launching services and verifying their effective implementation, and continuously monitoring, measuring, and updating performance indicators.
The expected impact of the Supreme Committee at the local and international levels
The formation of this committee is a continuation of the advanced institutionalization phase and carries significant importance and far-reaching impact. Domestically, this decision will expedite litigation, ensure the accuracy of judgments, and provide a transparent judicial environment that serves citizens, residents, and the business sector with ease and efficiency by reducing litigation time and facilitating access to justice. Regionally and internationally, these steps enhance the Kingdom of Saudi Arabia's position as a leading model in the digital transformation of the justice system. Adopting artificial intelligence technologies and advanced work methods to support decision-making contributes to raising the Kingdom's ranking in international indicators related to contract enforcement and the rule of law, making the Saudi environment more competitive and attractive to foreign investment.
This decision represents a qualitative shift in the management of institutional work within the Ministry of Justice. Measurement is no longer merely a monitoring tool, but has become a key enabler for supporting decision-making and driving continuous improvement. Anticipating development opportunities and utilizing resources more effectively ensures the sustainability of success and reflects the Ministry's commitment to providing an innovative judicial model that aligns with the aspirations of the wise leadership and meets the evolving needs of society.
