Historically, efforts to protect intellectual property rights in Saudi Arabia were distributed among several government entities, such as the Ministry of Commerce, the Ministry of Media, and King Abdulaziz City for Science and Technology. With the launch of Vision 2030, the urgent need arose to unify these efforts under a single umbrella, leading to the establishment of the Saudi Authority for Intellectual Property. This strategic shift was not merely an administrative change, but a pivotal step towards building an integrated institutional environment that fosters innovators, facilitates registration procedures, and ensures effective enforcement of laws, thus making the Kingdom an attractive destination for knowledge-based and innovation-driven investments.
Record figures reflect the growth of intellectual property in Saudi Arabia
The annual report revealed that 2025 saw unprecedented record figures, with intellectual property rights compliance reaching 70.01% and public and institutional awareness of these rights rising to 70.7%. Regarding registrations, the Authority received 10,300 patent, a 28% increase compared to the previous year. More than 64,200 trademark applications were also registered, representing a 23% increase, along with over 4,800 voluntary copyright applications, a remarkable 87% growth, and more than 2,600 industrial design applications, a 25% increase.
Strict enforcement of regulations and protection of rights
In the area of rights protection, the Authority demonstrated high efficiency in addressing digital and on-the-ground violations, recording 11,593 reports of offending websites, with a record average blocking time of just 36 minutes. The number of licensed intellectual property agents also reached 292, a strong indicator reflecting the development of the regulatory environment and the increased efficiency of law enforcement in the Saudi market.
Economic influence and regional and international leadership
The impact of these achievements extends far beyond the local level, reaching significant regional and international levels. Locally, protecting intangible assets enhances the confidence of foreign investors and major technology companies to enter the Saudi market, thus supporting the growth of small and medium-sized enterprises (SMEs). Regionally, the Kingdom is solidifying its position as a leader in innovation within the Middle East and North Africa (MENA) region. Internationally, these efforts are positively reflected in the Kingdom's ranking in the Global Innovation Index (GII) and strengthen its strategic partnerships with the World Intellectual Property Organization (WIPO).
Capacity building and global impact
In terms of training and empowerment, the number of trainees at the Intellectual Property Academy exceeded 100,000, and more than 5,100 individuals benefited from specialized consulting clinics. The number of international activities with partner offices reached 73, in cooperation with 16 offices worldwide, in addition to the number of members in the National Network of Innovation Support Centers reaching 76 governmental and private entities.
At the institutional level, the Authority achieved a 61.1% compliance rate with digital transformation standards, and its data management practices maturity score reached 2.07 out of 5. The employee integration rate reached 87%, the beneficiary satisfaction index reached 83%, and the quality of employee data reached 100%. As a culmination of these community efforts, volunteer hours in non-profit organizations reached 87,118, and 2,517 beneficiaries from 52 countries benefited from the Authority's programs outside the Kingdom, clearly reflecting the positive impact of Saudi Arabia internationally.
