Details of the cybersecurity enhancement program for the Hajj season 1447 AH

The Kingdom of Saudi Arabia continues its tireless efforts to ensure the safety of pilgrims on all levels. In this context, the National Cybersecurity Authority announced the implementation of a cybersecurity enhancement program for the 1447 AH Hajj season. This comprehensive program aims to strengthen the cybersecurity readiness of technological systems and services provided during the Hajj season, develop specialized national capabilities, and raise cybersecurity awareness among pilgrims and national entities, thus supporting efforts to utilize all available resources to serve pilgrims with the highest security standards.
The historical development of data and systems protection in the Holy Sites
Over the decades, Hajj management has undergone radical transformations with the introduction of technology as a fundamental element in crowd management and service delivery. Historically, services relied heavily on paper-based and manual procedures, but with the launch of the Kingdom's Vision 2030 and the comprehensive digital transformation, smart applications and electronic platforms have become the primary drivers for facilitating the pilgrim's journey. This massive digital transformation necessitated, in parallel, the development of a robust cybersecurity shield to protect vast databases and sensitive systems from any potential breaches. Hence, the urgent need arose to establish advanced initiatives that keep pace with this rapid development, ensuring business continuity and providing secure and reliable digital services in a complex and crowded environment like the Holy Sites.
The four tracks of the cybersecurity enhancement program for the Hajj season
The program dedicated to the 1447 AH Hajj season is based on four main tracks: “Monitoring and Responding to Cyber Threats,” “Cyber Risk Assessments,” “Cyber Exercises,” and “Raising Cybersecurity Awareness.” The program includes activating a 24/7 Cyber Operations Room to monitor, analyze, and share threats with national authorities. Incident response teams have also been assigned, and the technical assets and services related to the Hajj season have been inventoried through the National Cybersecurity Services Portal (Haseen). Plans have also been developed to support national authorities in conducting necessary system assessments.
Strategic importance and expected impact of the program
This program holds immense importance, extending far beyond local boundaries to encompass broad regional and international impacts. Locally, it ensures the protection of the Kingdom's critical infrastructure and the uninterrupted continuity of public and private services during a period of immense strain on networks and communications. Regionally and internationally, the Kingdom's success in securing the data of millions of pilgrims arriving from around the world reinforces its position as a global leader in cybersecurity and smart crowd management. This success sends a reassuring message to the international community about Saudi Arabia's exceptional ability to protect the digital privacy of its guests and provides a global model for securing large-scale events.
Cybersecurity exercise and efficiency improvement
The program includes a cybersecurity exercise for the Hajj season, aimed at developing the skills of specialists within national agencies. This is achieved by familiarizing them with the latest methods used in cyberattacks and equipping them with strategies for dealing with them, thus contributing to providing services of the highest quality and efficiency to the pilgrims.
Field awareness initiatives for pilgrims
The program also includes organizing field awareness initiatives and activities to raise awareness among national agencies and pilgrims. These activities include holding specialized sessions, organizing an interactive exhibition at the Hajj and Umrah Terminal Complex at King Abdulaziz International Airport in Jeddah and Prince Mohammad Bin Abdulaziz International Airport in Madinah, as well as providing awareness materials at hospitality facilities in Makkah and Madinah.
The role of the National Authority in protecting digital space
The National Cybersecurity Authority is the competent authority and national reference in the Kingdom. Its aim is to protect the vital interests and infrastructure of the state and its national security, in addition to safeguarding priority sectors and government services. The Authority continuously works to develop and monitor compliance with cyber incident response frameworks and to build national capabilities to achieve a secure and reliable Saudi cyberspace that enables growth and prosperity.
