The comprehensive logistics guide: Accelerating the movement of goods in the Kingdom

In a strategic move aimed at enhancing the efficiency of supply chains, the Public Transport Authority, in cooperation with the Zakat, Tax and Customs Authority, has issued logistics guide for professionals in the logistics sector. This publication aims to address operational challenges and expedite the movement of goods within and outside the Kingdom of Saudi Arabia, ensuring the continued efficiency of all operations.
The strategic context for developing the transport sector in Saudi Arabia
Historically, Saudi Arabia has sought to diversify its sources of income and reduce its dependence on oil, a goal that became clearly articulated with the launch of Saudi Vision 2030. Within this ambitious vision, the National Transport and Logistics Strategy emerged as a cornerstone, aiming to solidify the Kingdom's position as a global logistics hub connecting three continents: Asia, Europe, and Africa. The past few years have witnessed massive investments in port, airport, and road infrastructure, paving the way for the issuance of modern regulations that keep pace with this rapid development and support the growth of the national economy.
Logistics guide mechanisms to facilitate procedures
targets logistics guide various stakeholders, from ship owners to shipping agents, providing a comprehensive regulatory framework that clarifies direct responsibilities and enhances joint coordination to minimize anticipated delays in supply chains. The new edition outlines the mechanism for ship owners to authorize a shipping agent to manage vessel entry and exit procedures, serving as the direct liaison with government agencies and service providers within seaports. The regulations also stipulate that vessel services will be provided based on the actual time of request submissions, preventing any disruptions that could negatively impact operational schedules and cargo flow.
The guide highlighted the importance of the agent contracting with accredited service providers to supply provisions, fuel, container maintenance, and waste management, in addition to conducting thorough ballast water testing. It noted that the service provider is responsible for completing all required customs procedures, warning that delays in government procedures can lead to increased costs and disruptions to established timelines. The mechanism stipulates that services be provided directly at the docks or in the anchorage area, with internationally sailing vessels exempt from taxes and customs duties, which are applied exclusively to domestic voyages.
Economic dimensions and regional and international impact
This regulation is of paramount importance and is expected to have a far-reaching impact. Domestically, it will contribute to reducing operational costs and ensuring faster availability of goods in the markets, thus supporting price stability. Regionally, the report highlighted the Integrated Logistics Routes Initiative for neighboring countries via Red Sea ports, facilitating the overland transport of containers and their delivery to beneficiaries, thereby solidifying the Kingdom's position as a leading regional logistics hub. Internationally, streamlining procedures will enhance the confidence of global shipping lines in Saudi ports, attracting further foreign direct investment and bolstering the resilience of global supply chains, which have experienced significant disruptions in recent years.
Alternative routes and advanced digital technologies
The plan included an explanation of alternative internal routes that receive containers diverted from shipping lines on the east coast, for redistribution via the land transport network to various cities and regions of the Kingdom. It highlighted the "sea-air" route for transporting shipments from ports to airports and preparing them for immediate air freight, thus expediting the supply of high-priority and time-sensitive goods. The collaborative effort also emphasized the role of the "Fasah" electronic platform in connecting entities, standardizing procedures, accelerating customs clearance processes, and accurately tracking shipments. This is all part of the national digital transformation system adopted by the Kingdom to improve logistics performance indicators and facilitate cross-border trade.
