18 residents of Mecca arrested on charges of forging Hajj permits

As part of ongoing security efforts to protect pilgrims, Makkah Police announced the dismantling of a criminal network comprised of 18 residents of Afghan and Pakistani nationalities. These individuals were involved in serious criminal activities, including forging Hajj permits, falsifying residency permits, and counterfeiting Hajj identification cards and bracelets. The suspects were immediately apprehended, and all necessary legal procedures were initiated against them before their referral to the Public Prosecution for the application of the maximum penalties stipulated by law.
The Kingdom's historic efforts in combating Hajj permit forgery
Over the decades, Saudi Arabia has placed great importance on organizing the Hajj pilgrimage and ensuring the safety and security of pilgrims. Historically, crowd management relied on paper permits, which sometimes allowed for abuses. However, with the tremendous technological advancements and the Kingdom's Vision 2030, the security system has transitioned to full reliance on advanced digital technologies, such as the Absher platform and the Nusuk app, in addition to smart cards and electronic bracelets.
This digital transformation has made forging Hajj permits extremely difficult and has enabled security authorities to detect any attempts at manipulation with pinpoint accuracy. The swift arrest of these violators reflects the high level of preparedness and vigilance of security personnel in Mecca, and confirms that modern technology has become an impenetrable barrier against anyone who might be tempted to exploit this sacred ritual for illicit gain.
Security dimensions and expected impact of apprehending violators of Hajj regulations
This security achievement is of paramount importance and has a far-reaching impact at the local, regional, and international levels. Locally, apprehending those involved in document forgery helps prevent unnecessary overcrowding and congestion at the holy sites, thus ensuring the provision of high-quality logistical and health services to legitimate pilgrims. It also enhances security control and prevents the infiltration of any elements that could pose a threat to the safety of the crowds.
On both the regional and international levels, these preemptive strikes send a clear message of reassurance to all Muslim countries: the Kingdom is vigilant against any fraudulent Hajj campaigns or forgery rings. This decisive action protects Muslims worldwide from falling victim to scams and financial fraud, and underscores Saudi Arabia's unwavering commitment to providing a safe and spiritually enriching environment befitting the status of the fifth pillar of Islam.
Strict penalties and official warnings for pilgrims
In a related context, Public Security urged all citizens, residents, and visitors to fully comply with Hajj regulations and instructions. Security authorities emphasized the importance of promptly reporting any individuals or entities promoting fraudulent campaigns or offering unauthorized services by calling 911 in the Makkah, Madinah, Riyadh, and Eastern Province regions, or 999 in the rest of the Kingdom.
For its part, the Ministry of Interior reiterated its repeated warnings to citizens, residents, and holders of all types of visas against falling for fraudulent offers, emphasizing that obtaining a valid Hajj permit is an essential and indispensable requirement for performing the pilgrimage. The Ministry clarified that anyone caught attempting to perform Hajj without a permit will face severe penalties, including hefty fines, imprisonment, and permanent deportation from the Kingdom for residents, to ensure that pilgrims can perform their rituals with ease, comfort, and complete safety.
