Governance of development projects in Al-Jawf: Early disclosure details 2026

In a strategic move aimed at enhancing the efficiency of urban and economic planning, the Strategic Development Center of Al-Jawf Region has launched a new governance policy for major development projects in the region through the "Istilaa" platform. This initiative aims to regulate the project application process according to the principle of early notification and approved criteria, reflecting the region's commitment to aligning with the goals of the Kingdom's Vision 2030 in improving quality of life and increasing spending efficiency.

Details of the new policy and application criteria

The center clarified that the new policy will become mandatory starting April 1, 2026, requiring project owners in both the public and private sectors to disclose their plans at least six months prior to implementation. This policy applies to all projects within the Al-Jawf region, specifically those exceeding 20,000 square meters in area or with an investment cost exceeding 15 million Saudi riyals.

The policy covers a wide range of sectors, including urban, commercial, service and infrastructure projects with social and economic impact, as well as educational and health facilities, with warehouses being exempt from early disclosure requirements.

The context of development in Al-Jawf and the importance of governance

The Al-Jawf region is gaining increasing strategic importance on the economic map of Saudi Arabia, as it is considered the "breadbasket of the Kingdom" and a hub for renewable energy. Organizing development projects there is a pressing necessity to ensure resource sustainability and integrated efforts. Implementing governance policies aims not only at administrative organization but also at creating an attractive investment environment characterized by transparency and clarity, thus reducing the risks that investors may face due to project conflicts or a lack of coordination.

Expected impact: Infrastructure integration and quality of implementation

This decision is expected to bring about a qualitative shift in project management in the region, as it primarily aims to:

  • Enhanced pre-coordination: Ensuring the readiness of service providers (electricity, water, communications) before implementation begins, thus preventing repeated street digging and waste of resources.
  • Preventing conflict: Ensuring that new projects are consistent with the approved development plans for the region and do not overlap with existing or future projects.
  • Transparency and fairness: Unifying standards and procedures for all parties, whether they are government agencies, investors, or property owners, which enhances confidence in the business environment.

Responsibility and compliance

The Strategic Development Center for Al-Jawf Region emphasized that each relevant entity bears the responsibility for ensuring its activities comply with the requirements of the new policy. The Strategic Office has been granted the authority to take necessary corrective actions or submit recommendations to the competent authorities in the event of any violations. The Center affirmed that this policy complements existing regulations and supersedes any conflicting provisions unless issued by a higher regulatory body.
