Saudi Arabia ranks second globally in the 2025 Digital Government Index

In a new global achievement reflecting the success of its national transformation plans, the Kingdom of Saudi Arabia has made a historic leap, ranking second globally in the 2025 Digital Government Maturity Index (GTMI), published by the World Bank Group. This announcement was made during a press conference held in Washington, D.C., where the assessment included 197 countries worldwide, thus reaffirming the Kingdom's international leadership in the field of technology and government innovation.

Saudi Arabia excels in numbers and indicators

According to the World Bank report, this achievement was not a coincidence, but rather the result of overwhelming success across all sub-indicators. The Kingdom was classified among the "very advanced" (Class A) countries with an astonishing score of 99.64% in the overall index. The details of this outstanding performance are as follows:

  • Basic Government Systems Availability Index (CGSI): The Kingdom achieved a score of 99.92%.
  • The Government Digital Services Delivery Index (PSDI) reached 99.90%.
  • The Government Digital Transformation Enablers Index (GTEI) recorded a rate of 99.50%.
  • Citizen Engagement Index (DCEI): The percentage reached 99.30%.

An upward trajectory since Vision 2030

To understand the magnitude of this achievement, one must consider the historical context and the remarkable progress the Kingdom has made over the past five years. In 2020, the Kingdom ranked 49th globally in the first edition of the index. Thanks to the executive programs of Vision 2030, the Kingdom jumped to third place in 2022, continuing its ascent to the top and securing second place in 2025. This rapid upward trajectory serves as a global model for the speed and efficiency of digital transformation.

The economic and social impact of digital transformation

This ranking is not merely a matter of prestige; it carries profound economic and developmental implications. The Kingdom's attainment of this rank signifies:

  • Enhancing the investment environment: Advanced digital infrastructure is a crucial factor in attracting foreign investment and facilitating business operations.
  • Improving the quality of life: by providing fast and reliable government services to citizens and residents, saving time and effort (such as the Absher, Tawakkalna and Sehaty platforms).
  • Transparency and efficiency: Reliance on digital systems enhances the principles of transparency and reduces financial and administrative waste in the government sector.

Leadership and partnership are the secrets to success

Commenting on this achievement, His Excellency the Governor of the Digital Government Authority, Engineer Ahmed bin Mohammed Al-Suwayan, affirmed that this progress is the fruit of the unlimited support from the wise leadership, the integrated work between government entities, and the effective partnership with the private sector. He pointed out that the national teams succeeded in re-engineering procedures and services to align with the latest global standards, thus solidifying the Kingdom's position as a leading digital power that supports the national economy and meets the aspirations of its beneficiaries.
