Zakat committees: 500,000 electronic litigation processes in 5 years

The General Secretariat of the Zakat, Tax, and Customs Committees announced unprecedented achievements in its digital transformation journey. Official statistics revealed that nearly half a million electronic litigation processes were completed between 2020 and 2025. These figures confirm the success of the Secretariat's strategy in automating procedures and streamlining the user experience, ensuring swift dispute resolution and the achievement of effective justice.
Digital transformation and the Kingdom's Vision 2030
This remarkable development comes within the framework of the comprehensive transformation underway in the Kingdom of Saudi Arabia as part of Vision 2030, which prioritizes digital transformation to enhance the efficiency of government operations. Over the past years, the General Secretariat has worked to develop its technological infrastructure to meet the demands of this phase, aiming for the gradual elimination of paper transactions and a complete transition to a smart digital environment. This has positively impacted performance indicators and reduced litigation times, thereby strengthening the credibility of the Kingdom's legislative and investment environment.
Record numbers in electronic services
Among the most frequently used services, the "Digital Case File Creation" service stood out, enabling over 196,000 users to file and register their cases electronically in a few simple steps, thus saving them the hassle of travel and waiting that characterized traditional methods. The "Automated Exchange of Memoranda" service also contributed to enhancing the efficiency of remote litigation, benefiting approximately 137,000 users and ensuring the smooth and continuous flow of pleadings and legal documents between disputing parties without the need for physical presence at committee offices.
The impact of automation on the business environment
This digital leap carries significant economic and legal implications. The swift resolution of zakat and tax disputes is a cornerstone for improving the business environment and attracting foreign and domestic investment. The electronic system instills greater confidence in the specialized judicial system among investors and taxpayers through clear procedures and easy case tracking. This digital model serves as a model for leveraging technology to serve justice, thereby enhancing the Kingdom's standing in international competitiveness indicators related to the efficiency of its legal framework and the protection of rights.
Transparency and accessibility
In terms of transparency, the digital access portal for decisions has seen widespread engagement, with over 141,000 beneficiaries able to access rulings and decisions immediately upon their adoption. This reinforces the principle of transparency and ensures that rights reach their rightful owners with unprecedented speed. The services were not limited to this, but also included precise procedural aspects, with over 8,000 individuals benefiting from the service to change their legal representative or agent electronically. This has provided significant flexibility in managing legal representation in pending cases.
In its ongoing efforts to expand communication channels, the Secretariat has strengthened its presence on smartphones, with its mobile application now boasting over a thousand users. This initiative aims to make judicial services available around the clock. These indicators confirm that the General Secretariat of the Zakat, Tax, and Customs Committees is steadily progressing towards establishing the concept of “smart litigation” as a tangible reality that serves all parties involved in the zakat and tax relationship.
