Unifying lighting codes in Al-Jawf region: New standards for visual identity

In a strategic move aimed at transforming the urban landscape, the Strategic Development Office of Al-Jawf Region has launched a draft "Lighting Codes" policy for the region's urban area through the "Istilaa" platform. This initiative is part of the office's ongoing efforts to regulate the nighttime landscape and enhance the region's unique visual identity, aligning with the goals of the Kingdom's Vision 2030 to improve the quality of life and elevate the urban environment of Saudi cities.
Scope of application and comprehensiveness
The office explained that the new policy is not limited to one aspect, but rather encompasses a comprehensive system covering building facades throughout the Al-Jawf region. Its scope extends to historical areas rich in heritage and architectural landmarks, as well as administrative areas housing government headquarters and public squares. The policy also covers commercial areas, including shopfronts, shopping plazas, and public parks, ensuring a harmonious visual experience for both residents and visitors.
Technical standards and color uniformity
To ensure visual consistency, the policy stipulates the standardization of lighting color codes in HEX/RGB formats based on zoning classifications and operational scenarios. The operational mechanism is divided into three main categories: event times and seasons, regular days (no events), and global events. This division aims to provide high operational flexibility while preserving the city's overall visual character and minimizing randomness or color clashes that could cause visual distortion.
Color code details by region:
- The historic area: It uses warm lighting ranging between 2700 and 3000 Kelvin (traditional white) with a color code (HEX: #FFE4B5), to highlight the authenticity of the heritage buildings.
- The commercial area uses lighting with temperatures between 3000 and 3500 Kelvin (warm white) with code (HEX: #FFF8E7), to create a vibrant and attractive environment for shoppers.
- Administrative region: Color temperatures between 3000 and 4000 Kelvin (neutral white) are used with the code (HEX: #FDF6E3), to enhance formality and clarity.
The importance of lighting in urban planning
This step is of paramount importance, extending far beyond aesthetics. Unifying lighting codes is a cornerstone in addressing visual pollution and reducing light pollution. The proposed policy takes into account visual safety standards through technologies that regulate light intensity and distribution, minimizing glare and ensuring eye comfort. This regulation also contributes to highlighting the tourist attractions of the Al-Jawf region at night, supporting tourism and the economy, and strengthening residents' sense of belonging to a place with a distinctive and carefully considered visual identity that aligns with global standards for smart and sustainable city planning.
