The Ministry of Transport prohibits individuals from working as delivery drivers using motorcycles

The Public Transport Authority in Saudi Arabia has revealed details of the draft executive regulations for the transport of goods by motorcycle, which include radical changes aimed at regulating this vital sector. The most prominent feature of the draft is restricting this activity to licensed establishments only, effectively prohibiting individuals from operating independently in delivering orders by motorcycle. This move aims to regulate the market and raise quality and safety standards.
The context of the organization and its importance to the logistics sector
This regulatory move comes at a time when the logistics and delivery sector in the Kingdom is experiencing rapid growth, driven by the increasing reliance on e-commerce and delivery applications. Through this regulation, the Authority aims to eliminate the unregulated practices of individuals and ensure that all transportation operations are conducted under the umbrella of legally responsible commercial entities. This approach aligns with the objectives of the Kingdom's Vision 2030, which seeks to transform Saudi Arabia into a global logistics hub by enhancing operational efficiency and improving road safety.
Strict technical requirements: Goodbye to backpacks
In terms of technical specifications, the regulations put an end to the practice of carrying delivery bags on the back, requiring establishments to install securely sealed cargo boxes attached to the motorcycle frame to ensure its stability and the safety of the goods being transported and other drivers. The authority also stipulated that the fleet must be modern, limiting the operational lifespan of motorcycles to only four years from the model year, to ensure environmental and operational efficiency.
Localizing supervision and enhancing professionalism
To promote Saudization and create quality job opportunities, the regulations require companies to appoint a Saudi operational supervisor for every 50 motorcycles to ensure direct quality control. Drivers are also required to obtain a "professional driver's card," have a clean criminal record, pass professional competency tests, and adhere to the uniform policy, wearing all necessary personal protective equipment such as helmets and protective vests.
Digital and financial security
The draft emphasized the necessity of providing comprehensive insurance covering third-party liability and linking all operations to the Authority's electronic platform to enable real-time monitoring. The Authority confirmed that licenses will be issued for a renewable one-year period, provided a valid Emiratization certificate is submitted. It also strictly prohibited the use of these motorcycles for transporting passengers or hazardous materials, in order to protect lives and property.
