Access to the sewage network is mandatory: Water Authority clarification

The Saudi Water Authority confirmed that the process of connecting to the sewage network is not an additional option, but rather a mandatory regulatory procedure that aims directly to ensure the safe and proper disposal of wastewater, which contributes to protecting the environment and public health, and reducing the serious risks resulting from pollution and leaks within residential neighborhoods.

Organized procedures and precise notification mechanisms

The authority explained that the connection process is subject to precise and transparent regulatory procedures, which begin as soon as the service becomes available in the targeted neighborhoods. Beneficiaries are notified of the need to connect to the network through multiple reliable communication channels, including SMS messages, electronic notifications via government platforms, and direct communication through call centers and the service providers' websites, to ensure that information reaches beneficiaries in a timely manner so they can take the necessary actions.

Financial compensation regulations and payment facilities

Regarding the financial aspect, the Authority clarified that the fees for connecting to the sewage network are calculated based on the regulations approved by the esteemed Council of Ministers on November 30, 1441 AH (corresponding to 2020). These regulations rely on specific criteria, including the property classification (residential or commercial), its total area, and the required connection diameter. To facilitate payments for citizens, the Authority indicated that payment can be made in a single installment upon issuance of the invoice, or through an installment plan approved by the service provider before connection work begins, thus offering beneficiaries significant financial flexibility.

Strategic context and importance of environmental transformation

This measure comes within the context of the major transformations taking place in the water sector in the Kingdom of Saudi Arabia, as part of Vision 2030 and the National Water Strategy. These initiatives aim to increase sanitation coverage and reduce reliance on traditional cesspools, which pose a risk to groundwater and soil. The shift towards integrated sanitation networks is a fundamental pillar in improving the urban landscape and preventing visual pollution and unpleasant odors in cities.

Sustainable environmental and economic impact

The benefits of a wastewater network extend beyond public hygiene to include significant economic and environmental dimensions. By collecting and tertiary-treating wastewater, the Kingdom can reuse treated wastewater (TSE) for agricultural irrigation, landscaping, and industrial uses, thus reducing pressure on groundwater and desalinated water sources and enhancing the efficiency of the circular carbon economy.

Communication and support channels

The Authority concluded its statement by emphasizing the readiness of support and communication channels to serve beneficiaries around the clock, as they can contact the unified call center (19913) to answer all inquiries and receive feedback, stressing that compliance with easements enhances the quality of life and protects real estate from the damage of leaks, in line with the goals of sustainable urban development.
