Applying for administrative promotions in education 2026 via Masar

The Saudi Ministry of Education has announced its timeline for applications for administrative promotions within the education sector for those holding administrative positions at the thirteenth grade and below for the current year, 2026. The Ministry clarified that applications will be officially accepted from June 7, 2026, until June 22, 2026, through the national "Masar" platform of the Ministry of Human Resources and Social Development, with the aim of enhancing administrative efficiency and supporting national talent in the education sector.
Digital transformation and governance of administrative work in education
This announcement comes within the framework of the Kingdom of Saudi Arabia's ongoing efforts to develop the public sector in line with Vision 2030. Historically, career advancement procedures in the education and administrative sectors have undergone several phases of development, from traditional paper-based processes to full automation through unified digital platforms. This digital transformation contributes to eliminating bureaucracy and ensuring equal opportunities for all employees across the Kingdom, guaranteeing accurate and reliable governance of all professional development and career advancement pathways.
The expected impact of administrative promotions in education on the system
The importance of this step extends beyond the professional development of employees; it also contributes to improving the overall quality of performance within educational institutions. At the local level, these promotions boost the morale of administrative staff, positively impacting the school and university environment and expediting the completion of transactions. Regionally and internationally, the Kingdom's success in managing its human resources digitally through platforms like "Masar" sets a commendable example of governance and administrative transparency, enhancing the Kingdom's ranking in global government service efficiency indices.
Steps for applying and specifying preferences via the Masar platform
The Ministry of Education clarified that the application process requires employees to log in to the Masar electronic platform via the National Unified Access Portal. After logging in, employees must select the “Specify Job Preferences” icon, where they will see all available opportunities suitable to their rank and qualifications for comparison.
Desired positions are selected by clicking the (+) icon, which takes you directly to the list of chosen preferences. The ministry clarified that there is no "save" or "submit" icon; simply selecting and formatting preferences in the system constitutes the final and official submission. It also emphasized that employees will not be able to withdraw or relinquish their promotion once the official decision is issued.
Critical selection criteria for administrative promotions
The Ministry of Education adopted three basic criteria for ranking applicants, and the weight of these criteria varies according to the job rank as follows:
- Ranks (11-12-13): The job performance evaluation standard is calculated at 30%, development and training programs at 40%, and the leadership competency test at 30%.
- Ranks ten and below: These ranks share a combined weight of job performance and training at 70%, while the third criterion is based on volunteer work and initiatives at 30%.
In the event of a tie between candidates, weighted criteria are used to decide the winner, starting with the employee with the highest performance evaluation, then the oldest in terms of appointment date, and finally the highest in hours of accredited training programs.
How to deal with technical challenges during registration
The ministry called on employees who receive messages stating that they are “not qualified” or that there are no available positions, to first ensure that they fully meet the requirements for the targeted position, as this may mean that there is no vacancy suitable for their current qualifications or rank at the present time.
In the event that an employee encounters any technical challenges or system errors while using the platform, the Ministry has directed that an official report must be filed immediately via the “Complaints and Reports” icon available on the beneficiary page of the Ministry of Human Resources and Social Development website, attaching a clear image of the technical error to ensure that it is addressed before the end of the application period specified on June 22.
