Yemen Reconstruction Program: A Saudi Strategy for Sustainable Development

Assistant General Supervisor for Institutional Relations and Head of the Communication and International Cooperation Sector at the Saudi Program for the Development and Reconstruction of Yemen, affirmed that the program adopts a profound strategic vision that considers development the cornerstone for achieving stability and peace, thus transcending the traditional concept of humanitarian response. He explained that since its inception, the program has successfully unified Saudi development efforts directed towards Yemen, relying on rigorous standards of efficiency in planning, implementation, and evaluation, in full and continuous coordination with the legitimate Yemeni government.
Historical context and deep-rooted relationships
Bin Kadsa's remarks came during his participation in a session titled "Transformations in the Yemeni Landscape: Politics, Security, and Opportunities for Stability," held as part of Saudi Media Forum in Riyadh. These efforts are an extension of the long history of strong fraternal relations between the Kingdom of Saudi Arabia and the Republic of Yemen. The Kingdom's support for Yemen has not been limited to political and military aspects, but has also prioritized development and economic support, culminating in the establishment of the Saudi Program for the Development and Reconstruction of Yemen. This program serves as a strategic development arm aimed at rebuilding dilapidated infrastructure and improving basic services.
Direct and sustainable economic support
In discussing the economic impact, Bin Kadsa revealed figures reflecting the depth of Saudi support, noting that there are approximately two million Yemeni residents in the Kingdom who contribute nearly $4 billion annually into Yemen. This constitutes a vital source of income for the Yemeni economy and supports the stability of the local currency. He pointed out that the Kingdom was unique in being the only country that continued issuing work visas to Yemenis even at the height of crises and times of conflict, as well as during the COVID-19 pandemic, which underscores the exceptional nature of the relationship between the two countries.
A qualitative leap in development work
The Saudi official noted that the program represents a pioneering experience regionally and internationally, being the first program dedicated to providing comprehensive development and economic support directly from one country to another, thus strengthening Yemeni state institutions. He explained that the program's strategy is based on transitioning from immediate, short-term relief to sustainable development through the implementation of integrated projects that pave the way for economic recovery and social stability.
International partnerships and achievements on the ground
At the international level, the program has successfully shifted the international community's focus from solely on relief to embracing development and reconstruction, prompting major institutions such as the World Bank Group (WBG) to seek the program's expertise and benefit from its field experience in Yemen. In terms of figures, since its inception, the program has delivered 268 development projects and initiatives , covering vital sectors including education, health, energy, transportation, water, and agriculture. These projects have contributed to improving the daily lives of millions of Yemenis, creating job opportunities, supporting the local economy, promoting the use of renewable energy, and empowering women and youth.
