Saudi Arabia welcomes the US lifting of Caesar Act sanctions on Syria

The Ministry of Foreign Affairs of the Kingdom of Saudi Arabia expressed its profound welcome for the historic decision taken by the United States of America to lift the sanctions imposed on the Syrian Arab Republic, specifically those related to the Caesar Act. In its statement, the Ministry affirmed that this crucial step represents a major turning point that will support the paths to stability and prosperity, and accelerate development in Syria, thus fulfilling the aspirations of the brotherly Syrian people for a dignified life and reconstruction.
A pivotal diplomatic role and ending the era of sanctions
The Kingdom of Saudi Arabia commended the positive and effective role played by His Excellency President Donald Trump in this regard. Saudi diplomacy praised the commitment demonstrated by the US President, beginning with his announcement of his intention to lift all sanctions imposed on Syria during his historic visit to Riyadh in May 2025, and culminating in his signing of the National Defense Authorization Act for 2026, which included an explicit provision to permanently repeal the Caesar Act.
Background of the Caesar Act and its economic effects
This decision ends years of economic isolation imposed by the Caesar Syria Civilian Protection Act, which came into effect in mid-2020. The law imposed severe sanctions not only on the Syrian government but also on any international or regional entities dealing with Damascus in the oil, gas, construction, and engineering sectors. Over the past years, this law has caused significant economic challenges, directly impacting the Syrian pound's exchange rate and leading to soaring inflation. This has exacerbated the suffering of civilians and hampered the efforts of humanitarian and international organizations to provide aid and rehabilitate devastated infrastructure.
Future prospects: Reconstruction and the return of refugees
The lifting of these sanctions is expected to open the door wide for Arab and international investments in the major reconstruction projects that Syria desperately needs. This decision will also contribute to revitalizing cross-border trade and strengthening regional economic cooperation.
In this regard, the Kingdom expressed its sincere congratulations to the Syrian leadership, government, and people on the lifting of all sanctions. The Kingdom also reiterated its appreciation for the serious steps taken by the Syrian government to establish security and restore stability throughout Syria, create the necessary conditions for rebuilding state institutions and the economy, and facilitate the return of Syrian refugees and displaced persons to their homes and villages—a matter of utmost importance to the Kingdom and the international community, which are committed to ensuring a safe and voluntary return that preserves the dignity of Syrian citizens.
