Russia-Ukraine talks in Miami: Details of the US proposal and Lavrov's response

In a significant diplomatic development that could pave the way for breaking the deadlock in the years-long conflict, Ukrainian President Volodymyr Zelensky revealed new US initiatives aimed at bringing the warring parties back to the negotiating table. Zelensky announced on Saturday that the United States had proposed holding a round of direct talks between the Ukrainian and Russian negotiating teams in Miami, Florida, in a serious attempt to find a formula to end the ongoing war.
Details of the new American proposal
The Ukrainian president explained that the proposed format for the talks is based, in its initial stage, on a trilateral framework involving Ukraine, the United States, and Russia. Zelenskyy indicated that this format aims to explore intentions and establish common ground before expanding the circle, adding that the participation of European countries in these talks remains a viable and logical option, but depends on evaluating the initial results of the proposed meeting in Miami and understanding its potential outcomes.
Lavrov rejects “military internationalization” of the crisis
On the other hand, and coinciding with discussions about political negotiations, the Russian side adopted a clear hardline stance toward any proposals involving a Western military presence on the ground. During his visit to Cairo, Russian Foreign Minister Sergey Lavrov launched a scathing attack on a European proposal to form a “multinational peacekeeping force” to oversee any future agreement in Ukraine.
Lavrov described this approach as “outrageous,” arguing that the real goal is not to maintain security, but to turn Ukrainian territory into an advanced platform to threaten the national security of the Russian Federation, which reflects the continued deep trust gap between Moscow and Western capitals.
Background to the conflict and stalled peace efforts
These diplomatic moves come at a critical juncture in the war that erupted in February 2022, leading to enormous geopolitical shifts and devastating human and material losses for both sides. Since the collapse of the Istanbul talks in the early weeks of the war, most diplomatic initiatives have faltered, with Kyiv insisting on the restoration of all its territory, while Moscow has maintained its position of recognizing the new realities on the ground and guaranteeing Ukraine's neutrality.
The regional and international importance of the talks
The choice of Miami as the venue for the talks carries significant political weight, indicating the extent of direct US involvement at this stage in an attempt to end the conflict that has cast a dark shadow over the global economy, causing energy and food crises that have affected countries far removed from the theater of operations. Observers believe that the success of this meeting could represent a turning point, not only in ending military operations but also in reshaping the landscape of European security and international relations for years to come, even though the path ahead remains fraught with obstacles and reciprocal conditions.
