According to the Russian account, the strike destroyed a dormitory housing teenagers, killing 21 people and injuring more than 40 others. Russia described the attack as “bloody and deliberate” and “the straw that broke the camel’s back.” In response, the Ukrainian General Staff announced that its forces had shelled Russian military positions, including the headquarters of a military unit in Starobilsk. It is worth noting that Russia has used similar warning tactics in the past, urging foreign diplomats to leave Kyiv before the military parade in Moscow’s Red Square on May 9, threatening a harsh response if the Victory Day celebrations were disrupted.
