Among the most important of these conditions are that the report actually leads to the discovery of the violation, and that the whistleblower is not an accomplice in the violation or obtained the information through illegal means. It is also required that the violation has not been previously detected by the competent authorities, and that there is no first-degree familial relationship between the whistleblower and the inspector responsible for investigating the incident. The reward is only disbursed after a final decision is issued confirming the violation and the fine is collected from the offender.
Points calculation mechanism and reward value determination
The Ministry has authorized the awarding of a financial reward not exceeding 20% of the collected fine, as determined by a specialized committee. The mechanism relies on a points system with a maximum of 12 points, where the reward ranges from 5% to 20% based on three main criteria: the severity of the violation, the quality and adequacy of the report, and the size of the financial penalty. The highest rating (4 points) is awarded for serious violations such as unlawfully increasing the rent for residential or commercial properties, and landlords in Riyadh refusing to renew leases and forcing tenants to vacate in cases not stipulated by law. Additional points are also awarded if the rent for a vacant property exceeds the previous lease amount, or if the lease is not registered on the Ejar network.
