Qatif Municipality launches the second phase of the building compliance certificate

The Qatif Governorate Municipality officially announced the launch of the second phase of its "Building Compliance Certificate Issuance" initiative, a strategic step aimed at enhancing the urban landscape of the governorate. The municipality urged property owners within the designated geographical area to promptly comply with municipal regulations, emphasizing that these efforts contribute to improving the built environment and addressing visual pollution that could detract from the city's beauty.

Details of the geographical scope of the second phase

The inspection teams focused in this phase on densely populated neighborhoods with active commercial activity, including Al-Nasra, Dana Al-Rams, and Al-Shubaily. The targeted streets were precisely identified to ensure comprehensive development, and are as follows:

  • Al-Nasra neighborhood: The campaign included “Abu Bakr Al-Razi” and “Al-Farazdaq” streets, in addition to the extension of “Al-Fath Street”, which is a vital artery that connects residential and commercial areas.
  • Dana Al Rams neighborhood: The mandatory regulations have been expanded to include Al-Harith Al-Tamimi Street and 7H Street, with the aim of unifying the urban style of the facades.
  • Al-Shubaily neighborhood: The initiative covered four main axes: Al-Arqam Bin Abi Al-Arqam Street, Ibrahim Al-Khalil Street, Ibrahim Bin Muhammad Street, and Ayoub Street.

Context of the initiative and the goals of Vision 2030

This step is not an isolated measure, but rather part of a comprehensive national initiative aligned with the goals of the Kingdom's Vision 2030 and the Quality of Life Program. Through this certification, the Ministry of Municipal and Rural Affairs and Housing aims to ensure that buildings are free from violations that detract from the overall appearance, such as exposed external electrical and plumbing wiring, incomplete facade finishes, or the presence of old and dilapidated advertising posters.

The compliance certificate is a regulatory document that proves the building’s adherence to engineering standards. It is part of the digital transformation journey in the municipal sector, where owners can check the status of their properties and issue the certificate via the “Baladi” application, which facilitates procedures and enhances transparency.

Expected economic and urban impact

The mayor of Qatif Governorate, Engineer Saleh Al-Qarni, affirmed that adhering to these standards represents a genuine partnership between the municipal sector and the community. This initiative is expected to have tangible positive impacts, including:

  • Raising the market value of real estate: The organized and beautiful urban environment contributes to increasing the attractiveness of neighborhoods for living and investment.
  • Enhancing tourism appeal: Qatif is an important coastal and historical destination in the Eastern Province, and improving its urban landscape supports its tourism status.
  • Improving public safety: by removing dilapidated or hazardous elements from building facades.

The municipality concluded its statement by emphasizing the continuation of field visits by the supervisory teams, not only to monitor violations, but also to provide technical and advisory support to the owners, to ensure that the goals of the development initiative are achieved with the highest standards of efficiency and quality.
