Over the decades, the management of the Hajj pilgrimage has undergone tremendous developments in response to the increasing number of Muslims wishing to perform the pilgrimage from all corners of the earth. Historically, gatherings of millions in limited geographical areas such as Mecca and the Holy Sites have posed a significant logistical and security challenge. Hence, the urgent need arose to regulate the numbers in accordance with the capacity of the sites. Successive Saudi laws regulating the Hajj were an imperative to prevent overcrowding and ensure the smooth flow of movement, making the permit system a cornerstone of the Kingdom's crowd management strategy. This reflects a long-standing and ongoing commitment to developing the infrastructure and legislation to serve Islam and Muslims.

Strict penalties to ensure compliance with regulations
To ensure the campaign's objectives are met, the Ministry of Interior announced a crackdown on all those who disrupt the Hajj pilgrimage by violating regulations and instructions. This includes those without permits authorizing them to perform Hajj, or those holding visit visas of any type, starting from the first day of Dhu al-Qi'dah until the end of the fourteenth day of Dhu al-Hijjah. Strict penalties have been imposed on violators, including a fine of up to 10,000 riyals, with deportation of expatriates and a ban on entering the Kingdom for up to 10 years.
Security forces have also extended their reach to apprehend anyone transporting or attempting to transport holders of visit visas to Mecca and the holy sites during the designated period. Penalties for these transporters include imprisonment, a fine of up to 100,000 riyals for each person transported, public shaming, confiscation of the vehicle used in the violation through the appropriate courts, and deportation of the transporters, who will also be banned from re-entering the Kingdom.
Extensive media and awareness efforts
The authorities did not limit themselves to security measures; the Ministry of Interior continued its media and awareness campaign regarding Hajj regulations and instructions in cooperation with its partners in government agencies. These efforts encompassed all official and unofficial platforms, websites, and channels, and were disseminated in 14 languages. Mobile phone text messages, billboards, and indoor and outdoor screens were also utilized to reinforce the security and awareness message through its social media accounts, which have over 30 million followers. The campaign proved its effectiveness and positive impact on public awareness, with emergency numbers (911) provided in Mecca, Medina, Riyadh, and the Eastern Province, and (999) in the remaining regions for reporting violations.
