Legislation and governance of sports investment at King Abdulaziz University

The Law and Sports Investment Forum, themed "Prospects and Challenges," commenced at King Abdulaziz University. Organized by the Faculty of Law at the King Faisal Conference Center, this prominent event aims to highlight legal frameworks and legislation supporting promising opportunities in the sports sector, and to showcase key challenges and recent experiences that contribute to enhancing sports investment within the Kingdom of Saudi Arabia.
Historical context and shift towards sports investment
The focus on the sports sector is not a recent phenomenon, but rather the culmination of continuous and historic efforts undertaken by the Kingdom in recent years. With the launch of Saudi Vision 2030, sports have transformed from a mere recreational activity into a comprehensive economic industry. This transformation was clearly demonstrated through the investment and privatization project for sports clubs, which transferred ownership of several major clubs to the Public Investment Fund and leading national companies. This historic development has created a pressing need for a robust legal framework that protects investors' rights and ensures the sustainability of this growth, making discussions on sports investment within academic and legal circles a crucial strategic step.

Economic dimensions and overall impact of the event
The importance of this forum lies in its anticipated impact on several levels. Locally, it contributes to raising awareness and training national talent to handle complex sports contracts, broadcasting rights, and sponsorships. The forum's program featured three main dialogue sessions. The first discussed "Sports Legislation and its Role in Enabling Investment," while the second focused on "Governance and Transparency in Sports Institutions." The third session explored "Supporting the Sports System for Investment: From Stadiums to Markets." The forum also included several academic lectures that highlighted the sports system, the regulatory framework for the commercial rights of sports club sponsors, and the statutes and marketing and commercial regulations of the Saudi Arabian Football Federation.

Rapidly accelerating sports development in line with Vision 2030
The Dean of the College of Law, Dr. Sultan bin Faihan Aba Al-Ala, affirmed that organizing the forum coincides with the rapid development of sports in the Kingdom, supported and facilitated by the vision of His Royal Highness Crown Prince Mohammed bin Salman, which has made the sports sector one of the most prominent drivers of national development and a promising area for investment. He explained that the issuance of the Sports Law has contributed to regulating the affairs of the sector in its various fields, through the creation of a comprehensive legal framework that enhances governance, raises the efficiency of the investment environment, and supports the development of the sports system in line with the objectives of the Kingdom's Vision 2030.
For his part, Dr. Khalid bin Ahmed Al-Ghamdi, Vice Dean of the College of Law for Academic Affairs, indicated that the forum represents a starting point for a range of scientific and research activities and specialized programs in the field of sports. This aims to enhance scientific research and knowledge building, and to create platforms for dialogue that contribute to the development and sustainability of the sports sector. He emphasized the importance of integrating legal and investment aspects to support the progress of sports in the Kingdom.
