Judicial services for pilgrims: Judicial circuits during the Hajj season

The Saudi Ministry of Justice announced its complete readiness to provide judicial services to pilgrims during the 1447 AH Hajj season, through an integrated judicial and documentation system operating within the Grand Mosque and the Holy Sites. This strategic step comes as part of the keenness of the wise leadership, under the guidance of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and the diligent follow-up of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister – may God protect them both – to dedicate all human and technological resources to serving pilgrims and facilitating their spiritual journey from the moment of their arrival until their safe departure.
Sustainable historical care and the development of the Hajj system
Since the unification of the Kingdom of Saudi Arabia by its founder, King Abdulaziz bin Abdulrahman Al Saud (may God have mercy on him), the state has placed the care of pilgrims and Umrah performers at the forefront of its strategic and religious priorities. Historically, Makkah and the Holy Sites have witnessed a series of massive expansions and development projects that have not been limited to infrastructure and urban development, but have extended to include the development of administrative and legal systems. This long-standing historical legacy of serving the Two Holy Mosques is embodied today in the institutional integration among various government sectors, where the state works as a unified system to ensure the safety, security, and comfort of pilgrims. The remarkable development in the provision of government services, including judicial services, reflects a firm commitment spanning decades, aimed at overcoming any obstacles that pilgrims may face during their rituals.
Exceptional facilities for providing judicial services to pilgrims
In preparation for the current Hajj season, the Ministry of Justice's plan included equipping seven specialized judicial circuits operating around the clock, seven days a week. These circuits are strategically located within the boundaries of the Grand Mosque in Mecca, Mina, Muzdalifah, and Arafat. Their aim is to provide immediate review of cases related to the Hajj season, directly contributing to the swift resolution of disputes and streamlining bureaucratic procedures, while fully upholding all judicial guarantees for beneficiaries. In addition to these judicial circuits, the Ministry launched four mobile notary offices dedicated to providing expedited notarial services to pilgrims, as well as serving government and private entities involved in organizing the Hajj season, thus saving everyone time and effort.
Digital transformation and the Najiz platform
The efforts were not limited to on-the-ground presence; the Ministry also emphasized leveraging all available digital resources to support its system. Through the “Najiz” platform and its mobile application, users can access more than 160 integrated electronic services. These services cover the judicial, documentation, and enforcement sectors, enabling pilgrims to complete their legal transactions with ease and convenience, eliminating the need to visit traditional offices. This aligns with the goals of Saudi Vision 2030 for comprehensive digital transformation.
