The Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia has launched a project to update the Marine Environment Regulations through a survey platform, in a strategic step aimed at enhancing the effective and sustainable management of the marine environment. The updated regulations include crucial provisions, most notably requiring all activities seeking environmental permits to fully disclose any potential risks to wildlife and its natural habitats. This measure aims to ensure the sustainability of these organisms and protect them from environmental degradation.
This disclosure specifically includes impacts arising during sensitive environmental seasons, such as breeding and migration seasons for birds and marine life. The new legislation grants broad and significant powers to the National Center for Wildlife Development and the Coral Reef Conservation Corporation. The relevant authority is responsible for processing fishing license applications within ten working days, specifying the fishing methods, permitted quantities, and geographical areas for a period not exceeding one year.
On the research and academic front, the regulations require researchers and scientific institutions to obtain prior authorization before collecting marine samples. They stipulate that collections be limited to the minimum required for the study, and that ownership of the research results for samples exported abroad must be clearly stated, to safeguard the Kingdom's intellectual property and sovereign rights over its genetic resources.
Regulating the exchange of information and recreational activities
To ensure the accuracy of information, the regulations prohibit the publication of any data or studies related to the marine environment without prior written and official approval from the Ministry. This measure aims to regulate the dissemination of information related to the Kingdom's natural resources through a reliable mechanism that prevents the spread of rumors or misinformation.
Finally, regulations were extended to the tourism and marine sports sector, prohibiting any motorized vessel competitions or events, or diving activities, without prior environmental authorization. This approach ensures that sensitive habitats are not harmed, while simultaneously allowing for the sustainable and safe growth of the ecotourism sector.
