The Islamic Alliance concludes its emergency and disaster management program in Riyadh
In a move reflecting the commitment of the Kingdom of Saudi Arabia and its member states to strengthening collective security, the Islamic Military Counter Terrorism Coalition, in strategic cooperation with the Saudi General Directorate of Civil Defense, concluded its "Emergency and Disaster Management" program. The Civil Defense Institute in Riyadh hosted this important event, which saw the active participation of 23 trainees representing 10 member states of the Coalition, embodying the spirit of joint action and integration among Islamic nations.
This program is an integral part of the Islamic Military Counter Terrorism Coalition's strategy, established at the initiative of the Kingdom of Saudi Arabia in December 2015, with the aim of unifying efforts to combat terrorism in all its forms and manifestations. The Coalition's role is not limited to the military aspect alone, but extends to include intellectual and media dimensions, combating the financing of terrorism, and building the professional capacities of security and military personnel in member states—all of which directly contribute to the scope of this training program.
Comprehensive and advanced training modules
The program ran for two intensive weeks, featuring advanced theoretical and practical content designed to enhance the trainees' skills. Training focused on emergency and disaster management concepts and mechanisms for rapid and effective response, as well as how to develop and implement strategic plans for crisis management. The program also emphasized the role of security leaders in managing media relations and communication during crises, a vital aspect in light of modern challenges, while reinforcing the principles of international humanitarian law and the importance of international cooperation during disasters.
The program primarily aims to equip trainees with the knowledge and technical skills necessary to professionally handle complex incidents, particularly those involving hazardous materials. This type of training is urgently needed today, as security and environmental challenges demand a coordinated and rapid response to minimize losses and protect lives and property, thereby strengthening the stability and resilience of member states against various threats.
The importance of partnership with the Saudi Civil Defense
This course is of particular importance given that it is being held in cooperation with the General Directorate of Civil Defense in the Kingdom, which possesses vast accumulated experience and a proven track record in crowd and crisis management, especially during Hajj and Umrah seasons. Leveraging this Saudi expertise and transferring it to member states of the Alliance is a valuable addition that contributes to standardizing concepts and procedures followed in emergency situations across the Islamic world.
The closing ceremony was attended by prominent figures, including Major General Sami bin Abdulmohsen Al-Tuwaijri, Director of the General Directorate of Human Resources Development at the General Directorate of Civil Defense, and Brigadier General Saud bin Ashri Al-Ashri, representative of the Islamic Military Counter Terrorism Coalition. In a statement, the Coalition affirmed that the implementation of this program reflects its unwavering commitment to supporting member states through specialized, high-quality programs that contribute to enhancing institutional readiness and align with best practices and international standards, thus ensuring a safe and stable environment for Muslim populations.
