Engineer Ahmed bin Sulaiman Al-Rajhi, Minister of Human Resources and Social Development, expressed his deepest gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to His Royal Highness the Crown Prince, Prime Minister, Prince Mohammed bin Salman bin Abdulaziz – may God protect them – on the occasion of the issuance of the Kingdom’s general budget for the fiscal year 2026. Al-Rajhi affirmed that this budget comes as a culmination of the economic and structural reforms that the Kingdom is witnessing, and embodies the continued generous support for the comprehensive development process that places human beings at the heart of its concerns.
Record numbers in the journey to achieve the vision
In reviewing the system's achievements, the Minister revealed figures reflecting the efficiency of government performance, explaining that the Ministry of Human Resources and Social Development is a cornerstone in achieving the goals of the Kingdom's Vision 2030. The Ministry actively participates in 8 of the Vision's 11 programs and works directly to achieve 26 strategic objectives through 100 high-quality initiatives. Al-Rajhi noted that the completion rate for these initiatives has exceeded 70%, reflecting the accelerated pace of work and achievement.
Perhaps the most notable aspect of this phase is the system's success in exceeding the targets for 20 out of 32 assigned indicators ahead of schedule. This proactive achievement not only reflects the effectiveness of the implemented policies and programs but also underscores the flexibility of the adopted strategies and their ability to adapt to changes, thus enhancing the Kingdom's competitive standing in global indicators related to the labor market and the efficiency of social spending.
2026 Budget: Strengthening Economic Resilience
Al-Rajhi affirmed that the 2026 budget clearly reflects the strength of the national economy and its ability to sustain growth, driven by the expansion of non-oil activities, a strategic objective for diversifying the economic base. This budget further solidifies Saudi Arabia's leading role in balancing fiscal sustainability with the expansion of social protection programs and the empowerment of its citizens.
He added that the budget holds good tidings for both the business sector and individuals, as the wise leadership continuously focuses on empowering Saudi people, providing quality job opportunities that match the outputs of education and the evolving needs of the labor market, in addition to strengthening the social protection system to be more comprehensive and efficient.
Empowering the non-profit sector and improving quality of life
In discussing social development, the Minister emphasized the vital role of the non-profit sector as an active partner in development, noting that the new budget will support empowering this sector to contribute more significantly to the GDP and achieve a tangible social impact. The Minister of Human Resources concluded his statement by affirming the government's commitment to utilizing all the resources allocated in the 2026 budget to serve citizens and residents, and to enhance the competitiveness of the Saudi labor market to attract talent, thereby contributing to improving the quality of life for families and society, and realizing the leadership's aspirations for a prosperous economy, a vibrant society, and an ambitious nation.
