A fine of 100,000 riyals will be imposed on those performing Hajj without a permit who apply for a visit visa
The Saudi Ministry of Interior announced strict measures to ensure the smooth running of the Hajj season, emphasizing that a hefty fine will be imposed for performing Hajj without a permit. This fine, reaching 100,000 Saudi Riyals, will be levied on anyone who applies for a visit visa, of any type, for someone who has performed or attempted to perform Hajj without the necessary official permit, or who attempts to enter or remain in Mecca and the holy sites during the Hajj period in violation of regulations.
The ministry clarified that these penalties are multiplied and increased according to the number of violators. For example, if someone submits visit visa applications for multiple individuals, and it is proven that these individuals attempted or performed Hajj illegally, the fine will be calculated for each individual separately. This firm measure comes as part of the relevant authorities' efforts to close any loopholes that could be exploited to circumvent regulations, and to ensure that visit visas are used only for their intended purposes.

The Ministry emphasized that violating these regulations will subject offenders to the full force of the law without leniency. It also called upon citizens and residents to report any violations of the regulations by calling the unified number (911) in the regions of Makkah, Madinah, Riyadh, and the Eastern Province, or by calling (999) in the rest of the Kingdom, stressing that security is a shared responsibility that requires the concerted efforts of everyone.
