His Excellency the Minister of Hajj and Umrah, Dr. Tawfiq bin Fawzan Al-Rabiah, confirmed that the Ministry has already begun outlining the plan for next year's Hajj season, a proactive step taken before the current season concludes. This early action aims to ensure the highest levels of preparedness within an integrated framework involving various government agencies, Hajj affairs offices, and specialized companies. Through these efforts, the Kingdom of Saudi Arabia seeks to enhance the quality of services provided to pilgrims and improve the efficiency of operational processes to guarantee a safe and accessible spiritual experience. These important statements were made during a dialogue session held as part of the third edition of the Health and Security in Hajj Forum, organized by the General Directorate of Medical Services at the Ministry of Interior.
A distinguished history in serving the guests of God
For decades, the Kingdom of Saudi Arabia has borne the honor of serving the Two Holy Mosques and their visitors, witnessing remarkable historical development in crowd management and the organization of Hajj seasons. Since the Kingdom's founding, major expansions of the Grand Mosque in Mecca and the Prophet's Mosque in Medina have been undertaken, and the infrastructure of the Holy Sites has undergone radical development. This has not been limited to construction and development, but has extended to the development of management and crowd control systems using the latest technologies. The early commencement of the Hajj season plan reflects a renewed historical commitment, transforming Hajj management from a mere seasonal organization into a comprehensive industry based on sustainable strategic planning. This solidifies the Kingdom's position as a leader in the Islamic world in managing the largest annual human gathering on Earth.
Mechanisms for implementing the Hajj season plan for next year
Dr. Al-Rabeeah explained that preparations for the upcoming Hajj season officially begin on the 12th of Dhul-Hijjah, with a series of intensive meetings held with the heads of Hajj affairs offices and companies operating in the sector. These meetings aim to establish a precise and comprehensive roadmap before the current season concludes. He noted that the Ministry is working according to specific timelines in coordination with 78 countries to ensure smooth operations and monitor all operational aspects related to the Holy Sites, accommodation in Makkah and Madinah, as well as transportation, catering, and aviation services. Regular remote meetings are also being held to monitor readiness and ensure the meticulous implementation of plans.
Institutional integration and the Guests of God Service Program
In a related context, the Minister of Hajj and Umrah explained that the Hajj Projects Management Office, part of the Guests of God Service Program and operating under the umbrella of the Supreme Hajj Committee and the direct supervision of the Makkah Region Governorate, plays a pivotal role in these preparations. The office receives operational plans from more than 60 government entities, encompassing over 600 sub-plans related to Hajj operations. These plans are then aligned and integrated to ensure coordinated efforts and prevent any overlaps that could hinder progress, thus achieving the highest levels of preparedness and joint coordination among all relevant sectors.

Early and meticulous planning has an impact not only on the local level but also extends to crucial regional and international dimensions. Internationally, this early preparation gives Islamic countries and Hajj affairs offices around the world ample time to arrange for their pilgrims, positively impacting the comfort and safety of millions of Muslims. Locally and regionally, developing the Hajj system contributes to stimulating the national economy and providing seasonal and permanent job opportunities, in addition to strengthening the transportation and hospitality sectors. Al-Rabeeah emphasized that this qualitative leap comes under the directives of the wise leadership and the follow-up of the Supreme Hajj Committee, where all entities work as one team to enable the pilgrims to perform their rituals with ease and peace of mind.
