List of violations by hospitality facilities during Hajj: fines and license revocation

The Ministry of Tourism has officially announced the adoption of a new, detailed schedule outlining violations committed by hospitality establishments and their corresponding penalties in the holy cities of Mecca and Medina, as part of its intensive preparations for the Hajj season. This decision is an exception to the general schedule of violations issued under Ministerial Resolution No. (1275), and the Ministry aims, through this step, to ensure the quality of services provided to pilgrims and guarantee that establishments adhere to the highest standards.

Regarding non-financial penalties, the regulations grant the Violations Review Committee the authority to temporarily close an establishment or suspend its license for repeated violations that do not warrant an immediate financial penalty, up to and including permanent license revocation upon a third violation, with the severity of the penalties varying according to the size of the establishment.

The Ministry also increased penalties for violations related to undocumented contracts with the Ministry of Hajj and Umrah, raising the fine to 50,000 riyals and license revocation, in order to guarantee the rights of pilgrims and prevent any manipulation of accommodation.

Violations of operating and electronic services

The regulations also focused on technical and operational aspects, imposing fines ranging from 2,000 to 10,000 riyals for failure to register with tourist monitoring systems or update data. Penalties also covered health and safety issues, such as the lack of potable water or unclean water tanks, with fines reaching 20,000 riyals and temporary closure, thus emphasizing that the health and safety of pilgrims is a red line that cannot be compromised.
