Al-Badawi presents the GCC strategy at the Munich Security Conference

His Excellency the Secretary General of the Cooperation Council for the Arab States of the Gulf, Mr. Jassim Mohammed Al-Budaiwi, affirmed that the GCC states have become a fundamental pillar in the equation of global security and stability, emphasizing that Gulf security is an integral part of regional and international security. This came during his active participation in the 62nd Munich Security Conference in the Federal Republic of Germany, specifically in the panel discussion entitled "A Vision for the New Middle East: The Future of Regional Integration.".
Historical context and growing role of the Gulf States
This participation comes at a time when the Gulf Cooperation Council (GCC), since its establishment in the early 1980s, is undergoing a qualitative transformation in its geopolitical role. From a bloc focused on internal coordination, it has become an influential international player leading major diplomatic and economic initiatives. The Secretary-General's presence at a global forum as significant as the Munich Security Conference reflects the growing international recognition of the central role of the Gulf states in shaping decisions related to energy security, counterterrorism, and the peaceful resolution of conflicts.
A comprehensive crisis management strategy
Al-Badawi explained that the Council adopts a comprehensive strategic approach that goes beyond mere reactions, relying instead on proactive dialogue and preventive diplomacy. He noted that this strategy combines political mediation to bridge differences, economic cooperation that fosters shared interests, and the building of strategic partnerships with more than 23 countries and 8 influential international organizations. He emphasized that the leaders of the GCC states believe that true stability stems from respect for national sovereignty and adherence to international law, which has made the Gulf states a model for transforming security and economic challenges into opportunities for shared growth and prosperity.
Firm stances on regional issues
Regarding pressing issues, Al-Budaiwi reiterated the centrality of the Palestinian cause in Gulf policy, emphasizing the necessity of a just solution based on the two-state solution, the 1967 borders, and East Jerusalem as its capital. He also addressed the Iranian nuclear issue, stressing the importance of the GCC states' participation in any future negotiations to ensure regional security and the pursuit of a Middle East free of weapons of mass destruction—a vital requirement for sustainable development.
Soft power and the humanitarian role
The Secretary-General did not overlook the humanitarian role played by the GCC countries as part of their soft power and positive influence, revealing that humanitarian aid exceeded $14 billion during the period from 2020 to 2025. This huge figure reflects the Gulf countries' moral commitment towards affected peoples, and confirms that the Council's vision of security goes beyond the military concept to include human and social security, which enhances its position as a reliable international partner in facing global crises.
