The Ministry of Transport begins monitoring violations by employee transport buses in Saudi Arabia

In a decisive move aimed at regulating the private transportation sector, the Public Transport Authority, in cooperation with the Federation of Saudi Chambers, called on all private sector establishments to expedite the issuance of licenses and operating permits for their vehicles. The Authority warned that it will begin monitoring and enforcing penalties against employee transport buses , in accordance with the executive regulations for private passenger transport. These measures are intended to ensure companies comply with legal standards and provide a safe and reliable transportation environment for workers.

Historically, the private passenger transport sector faced challenges related to regulation and traffic safety, prompting relevant authorities to launch a comprehensive national strategy aimed at governing this vital sector. The Public Transport Authority clarified that the executive regulations for private passenger transport activities came into effect on the 10th of Rabi' al-Awwal 1447 AH, corresponding to September 2, 2025. In this regard, the Eastern Province Chamber of Commerce, through an official circular addressed to the Federation of Saudi Chambers, emphasized the necessity for all commercial establishments to adhere to the new requirements and to immediately begin obtaining the necessary documents through approved electronic platforms to facilitate procedures. Article 9 of the regulations stipulates the mandatory issuance of an operating card for each bus, which serves as the official license, after submitting the required documentation demonstrating the need to transport employees. Article 4 also requires the provision of a minimum of one bus for conducting the activity, whether through direct ownership or finance lease, with the stipulation that the establishment is the actual user of the vehicle.

Applying standard specifications to ensure the safety of employee transport buses

To ensure the highest levels of safety, the Authority highlighted that Article 15 mandates service providers to implement Saudi standard specifications and approved safety equipment for all employee transport buses, in accordance with traffic regulations. Article 26 further emphasized the importance of adhering to driving hours and daily and weekly rest periods for bus drivers, particularly for establishments whose operations require frequent travel between cities or outside the Kingdom of Saudi Arabia.

Mechanism for calculating the buses due to establishments

The authority revealed a precise regulatory mechanism for allocating the number of buses and their seats based on the establishment's workforce density. The guidelines stipulated that employees must be pre-registered with the General Organization for Social Insurance under the establishment's unified number, or hold long-term employment contracts of at least one full year. The authority indicated that the number of buses allocated is calculated by dividing the total number of employees by the number of available seats on the bus, rounding up the resulting fraction. The authority added a condition requiring a minimum of eight employees for an establishment to be approved to own its first bus.
