Electricity Regulatory Authority campaign to raise consumer awareness of their rights

Launch of the Electricity Regulatory Authority's awareness campaign
launched The Electricity Regulatory Authority a comprehensive national campaign under the slogan “Your Rights First,” which primarily aims to raise awareness among all consumers about their rights and responsibilities regarding electricity services. This strategic step comes as part of the Authority’s commitment to enhancing transparency and building a strong and trustworthy relationship between service providers and subscribers throughout the Kingdom.
The historical development of energy sector regulation in the Kingdom
This campaign was not a spur-of-the-moment initiative, but rather the culmination of a long history of institutional efforts aimed at developing the energy sector. Since the establishment of regulatory bodies for the electricity sector in the Kingdom, the sector has undergone fundamental transformations aimed at improving efficiency and reliability. With the launch of Saudi Vision 2030, the focus has intensified on restructuring the utilities sector to ensure its sustainability and enhance the quality of life for citizens and residents. The relevant authorities have continuously worked to update regulations and systems to keep pace with rapid population and urban growth, making it essential to establish clear regulatory frameworks that protect the rights of all stakeholders.
Updating the Electricity Service Provision Guide
In this context, the awareness campaign coincided with the recent update to the Electricity Service Provision Guide. This guide serves as the primary reference governing the contractual and operational relationship between consumers and service providers. The update aims to ensure that electricity services are provided to all consumer categories—residential, commercial, industrial, and agricultural—with the highest levels of fairness and transparency, while establishing precise standards for measuring performance quality and response times to outages.
Key consumer rights and guarantees offered
The authority clarified that consumers have a set of fundamental rights with their electricity service providers, most notably the right to a reliable and continuous electricity service and to receive an accurate monthly bill that transparently details all consumption. Perhaps one of the most important safeguards established to protect residential customers is the prohibition of disconnecting electricity service due to non-payment during specific times and circumstances where such disconnection is prohibited by law.
These exceptional circumstances include school examination periods for public schools and during the holy month of Ramadan. Disconnection is also prohibited after noon and outside of the service provider's official working hours. Furthermore, service may not be disconnected if there is a pending official complaint regarding the disputed bill, or if a person with critical medical needs resides in the residential property and whose life or health depends on a reliable electricity supply for operating medical equipment.
Strategic dimensions and expected impact of the campaign
This initiative is of paramount importance and has a multifaceted impact. Locally, the campaign empowers consumers and reduces conflicts between subscribers and service providers, positively impacting community stability and satisfaction with public services. Regionally, the Kingdom sets a leading example in the Middle East and the Gulf region in utilities governance and consumer protection, reinforcing its position as a pioneer in institutional regulation. Internationally, these measures align with global best practices in the energy sector, affirming the human right to reliable and secure energy and supporting the Sustainable Development Goals.
Invitation to interact and review the regulations
In closing, the Authority explicitly invited all consumers to review the updated version of the Electricity Service Provision Guide. This guide is easily accessible through the Authority's official website (www.sera.gov.sa). This invitation underscores the regulatory body's commitment to achieving the highest standards of fairness, fully protecting consumer rights, and ensuring the continued quality of service provided to meet their expectations and daily needs.
