Regulations for approving district cooling in Saudi government projects

The Saudi Energy Efficiency Center has officially approved the recommendation of its Executive Committee to adopt an updated national standard for district cooling technology. This strategic step aims to enhance energy efficiency in new government projects. For decades, this reliance has resulted in enormous electricity consumption; statistics indicate that the cooling and air conditioning sector consumes more than half of the electricity produced in the building sector. Conditions for implementing district cooling in government projects

To ensure economic and technical feasibility, the updated standards stipulate that the cooling demand in the targeted project must exceed 15,000 refrigeration tons. This figure reflects the targeting of large-scale projects with high loads, where this technology can achieve significantly higher operational and economic efficiency compared to traditional individual systems. Regarding the project's geographical location, the new requirements mandate that the project be located in a densely populated area with a building-to-land ratio exceeding 1.5. This requirement indicates the necessity of a high total built-up area relative to the total land area, which directly supports the feasibility of implementing centralized cooling systems and reduces losses in distribution networks.

Water resource management in cooling plants

The updates also included strict environmental requirements regarding water supply. The regulations emphasized the necessity of having sufficient quantities of treated water available at the project site, given its essential role in the efficient operation of district cooling plants. If treated water cannot be provided due to technical or geographical reasons, the update permits the use of alternative water sources, provided that the necessary permits are obtained from the Ministry of Environment, Water and Agriculture. Furthermore, the Saudi Water Authority must issue the required permits for the use of treated water to ensure that natural water resources are not depleted.
