Food safety laboratories begin to be allocated in 5 municipalities across the Kingdom

The Ministry of Municipalities and Housing, in close collaboration with the National Center for Privatization, announced the launch of the expression of interest phase for a strategic project aimed at equipping, operating, and maintaining food safety laboratories in five major municipalities across the Kingdom of Saudi Arabia. This announcement represents a pivotal step towards developing laboratory infrastructure and enhancing the efficiency of food and water testing services, which will positively impact the quality of life and health of citizens and residents.
Historical development of the health control sector in the Kingdom
For decades, Saudi government agencies have been fully responsible for market oversight and food inspection to ensure products are free of contaminants and meet standards. With the launch of Saudi Vision 2030, a new strategic direction has emerged, based on strengthening public-private partnerships. This approach has ushered in a new phase of privatizing government services to enhance operational efficiency and reduce the financial burden on the state. In this context, involving the private sector in managing vital facilities is a historic step, shifting the sector from direct government operation to regulation and oversight, thus ensuring the use of the latest global technologies in laboratory analysis.
Strategic dimensions of developing food safety laboratories
The project to establish food safety laboratories is of paramount importance, extending beyond local boundaries to have regional and international repercussions. Locally, the project contributes to enhancing food and health security by providing accurate and reliable testing that protects consumers from foodborne illnesses and ensures the safety of food and water supply chains. Regionally, raising quality standards in the Kingdom strengthens its position as a leading nation in implementing the highest health standards, facilitating trade with other Gulf Cooperation Council (GCC) countries. Internationally, this initiative underscores the Kingdom's commitment to implementing World Health Organization (WHO) standards, attracting further foreign investment in the food industry.
Project details and geographical scope of work
The project's scope includes establishing a state-of-the-art laboratory infrastructure that adheres to the highest safety and quality standards. These laboratories will be equipped with the latest devices and equipment to increase their capacity and meet the growing demand for laboratory analyses from government agencies. This vital project is planned for implementation in five major municipalities: Hafr Al-Batin, the Northern Borders Region, Tabuk, Qassim, and Al-Ahsa. This carefully planned geographical distribution ensures broad coverage of laboratory services and enhances their readiness in key areas and at important entry points.
Contracting and Knowledge Transfer Model
The project is based on a comprehensive contracting model that includes procurement, operation, maintenance, and transfer, and extends for a period of five years. This timeframe provides a sufficient framework to achieve the project's objectives and develop capabilities in an integrated manner. One of the most prominent features of this contract is its strong focus on transferring advanced technical expertise from the private sector to national staff working in the relevant secretariats, thus ensuring operational sustainability and enhancing institutional performance in the long term.
Invitation to investors and application steps
In the interest of transparency and equal opportunity, the Ministry of Municipalities and Housing and the National Center for Privatization invite all interested investment entities and specialized companies to submit expressions of interest. The period for receiving applications is from April 1, 2026, to April 15, 2026, via the National Center for Privatization's online investor portal. To facilitate communication and address all inquiries regarding project details, an official email address has been designated for receiving questions from interested parties and clarifying the terms and conditions.
