Citizen Account: Registration requirements for beneficiaries of comprehensive rehabilitation and application steps

The Citizen Account Program has settled the debate surrounding the eligibility of beneficiaries of the Comprehensive Rehabilitation Program to register for the financial support offered by the program, clarifying the precise details and necessary conditions. This clarification comes as part of the program's commitment to transparency and responding to citizens' inquiries through its official platforms.

Eligibility criteria for beneficiaries of comprehensive rehabilitation

The program's customer service confirmed that registration is available to beneficiaries of comprehensive rehabilitation, but this is contingent upon two basic conditions that determine eligibility:

  • The first case (ineligible): If the beneficiary is a permanent resident of a government-run comprehensive rehabilitation center. In this case, they are not eligible to apply, as the state covers all their living, medical, and social needs within these centers.
  • The second case (eligible): If the beneficiary is registered in the Comprehensive Rehabilitation Program but does not reside in the centers (lives with their family or independently). In this case, they are eligible to register for the Citizen Account program and are subject to the general eligibility criteria (income, number of family members, and ages).

Background on government support programs

The Citizen Account Program, launched in December 2017, is a cornerstone of Saudi Arabia's economic transformation under Vision 2030. Its primary aim is to protect Saudi families from the direct and indirect impacts of various economic reforms and to direct government support to those most in need, ensuring them a decent standard of living. Meanwhile, the Comprehensive Rehabilitation Program, under the Ministry of Human Resources and Social Development, provides financial and service-related assistance to people with disabilities, empowering them and facilitating their integration into society.

Steps to create a new account in the program

To make it easier for those wishing to join, the program explained the registration steps via the smartphone application, which are as follows:

  1. Log in to the application and click on the (Register) box, then select (Start building my account).
  2. Fill in the initial data required to create the account.
  3. Read and agree to the pledge, then click on (New Registration).
  4. Complete the detailed data entry (general data, national address, dependent data, income disclosure, bank account, and attachments if any).
  5. Acknowledge the accuracy of the entered data and click on (Submit Application).
  6. A message will appear confirming that the application has been successfully received, and a response will be provided after the eligibility review phase is completed.

Figures from the last batch (December)

In a related context, the program continues its vital role in supporting household economies, having recently deposited SAR 3 billion in support payments for December to beneficiaries whose applications were complete. The number of beneficiaries meeting the eligibility criteria in the 97th payment cycle exceeded 9.8 million, reflecting the program's broad reach and its tangible positive impact on millions of families across the Kingdom.
