Security campaigns: Arrest of violators of residency and labor laws in Saudi Arabia

As part of ongoing efforts to enhance security and stability, joint field campaigns conducted by security authorities across the Kingdom of Saudi Arabia have yielded significant results, with of violators of residency, labor, and border security regulations being apprehended. These decisive measures, implemented between May 7 and 13, reflect the commitment of the relevant authorities to rigorously enforce regulations and laws to protect society and the national economy from the negative repercussions of irregular employment and border infiltration.

The Kingdom's strategy in controlling violators of residency and labor regulations

Historically, the Kingdom of Saudi Arabia has placed great importance on regulating the labor market and controlling the demographic composition in accordance with applicable laws and regulations. Over the past years, the Saudi Ministry of Interior has launched several major national initiatives and campaigns aimed at regularizing the status of expatriates and relieving society of the security and economic consequences of violators. The continuation of these joint field campaigns is a natural extension of the state's policy aimed at enforcing the rule of law and ensuring a regulated work environment free from violations that could affect the comprehensive development process.

Results of security operations and details of seizures

Official reports issued by security authorities revealed that a total of 9,576 violators were apprehended during this period across various regions of the Kingdom. These figures included 4,865 residency violators, 3,319 border security violators, and 1,392 labor law violators. In a related development, border guards and supporting agencies successfully thwarted numerous infiltration attempts, apprehending 1,500 individuals attempting to cross the border into the Kingdom illegally. Yemeni nationals constituted 38% of the total number of infiltrators, while Ethiopians comprised 60%, and the remaining 2% were of other nationalities. Efforts were not limited to those entering the Kingdom; 58 individuals were also apprehended attempting to leave the Kingdom illegally.

These security campaigns hold significant strategic importance that extends beyond mere law enforcement to encompass the protection of the national economy and regional security. Domestically, eliminating the phenomenon of undocumented workers contributes to providing fair employment opportunities for citizens and legal residents, and prevents the outflow of funds outside the formal economic cycle through illicit financial transfers. Regionally and internationally, tightening border control curbs the activities of smuggling and human trafficking networks, thus reinforcing the Kingdom's position as a leading nation in combating transnational organized crime and supporting the goals of Saudi Vision 2030 in building a secure society and a prosperous economy.

Firm measures and deterrent penalties for those who cover up

Security forces have shown zero tolerance for those facilitating these violations, arresting 12 individuals involved in transporting, harboring, employing, and concealing violators. In this regard, the Ministry of Interior reiterated its strong warnings that anyone found to be involved in facilitating the entry of border security violators, transporting them, providing them with shelter, or offering any form of assistance will face severe penalties. These penalties include imprisonment for up to 15 years, a hefty fine of one million Saudi riyals, confiscation of vehicles and accommodations used in the crime, and public shaming of the convicted individuals. These acts are classified as major crimes warranting arrest and involving breaches of honor and integrity.

Dealing with detainees and the role of the community in reporting

Currently, 26,632 undocumented expatriates (including 25,059 men and 1,573 women) are undergoing procedures for implementing the regulations. Swift and practical steps have been taken to address their cases. 17,766 undocumented individuals have been referred to their respective diplomatic missions to obtain travel documents, and another 2,311 have been referred to finalize their travel arrangements. Meanwhile, 11,226 undocumented individuals have already been deported. The Ministry of Interior emphasizes the crucial role of citizens and residents in maintaining security, urging everyone to report any suspicious activity or violations by calling 911 in the Makkah, Madinah, Riyadh, and Eastern regions, and 999 or 996 in the rest of the Kingdom.
