Agreement worth 106 million to empower and employ social security beneficiaries

In a strategic move aimed at enhancing the financial and social stability of the most vulnerable groups in the Kingdom of Saudi Arabia, the Human Resources Development Fund (HRDF) and the Education Support Association "Ta'allum" signed a significant cooperation agreement today, Sunday, with a total value exceeding 106 million riyals. This agreement aims to transition the children of social security beneficiaries from a state of dependency and direct support to one of productivity and financial independence. The signing ceremony was held under the patronage and in the presence of the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al-Rajhi.
The agreement was signed at the Ministry's headquarters in the capital, Riyadh, where the Fund was represented by its Director General, Mr. Turki Al-Jawini, while the Association was represented by its Secretary General, Dr. Adel Al-Omari, signaling the start of a new phase of ambitious empowerment programs.
National context and future vision
This agreement directly reflects the objectives of the Kingdom's Vision 2030, specifically the National Transformation Program and the Human Capital Development Program, which focus on transforming social welfare beneficiaries into a productive workforce that contributes to the GDP. This partnership between the public and non-profit sectors exemplifies the integration the Kingdom seeks to achieve to bridge the gap between educational outcomes and the evolving needs of the labor market.
This step is of particular importance in light of the economic transformations taking place in the Kingdom, where direct financial support is no longer the sustainable solution for families receiving social security. Rather, qualification and training has become the optimal path to ensure a decent and stable life for future generations, thus relieving the burden on the state and enhancing the efficiency of government spending directed towards support.
Specialized fields that keep pace with the job market
Under the terms of the agreement, the Human Resources Development Fund will cover all the financial costs necessary for training and qualifying beneficiaries, thus removing any financial obstacles that might hinder their professional development. The training programs have been carefully designed to include professional diplomas in specializations experiencing increasing demand in the Saudi market, including:
- Occupational safety and health.
- Supply chain and logistics management.
- Organizing and managing events and conferences.
- Accounting and taxes.
The selection of these specializations reflects an accurate reading of market trends, especially with the growth of the logistics, entertainment and financial sectors in the Kingdom, which ensures graduates real and sustainable job opportunities immediately upon completion of the qualification period.
Success stories and numbers that speak for themselves
This initiative comes as a continuation of the successes achieved by the Social Security Empowerment Program, which has proven its effectiveness in numbers. The program recorded a significant leap during the first quarter of 2025, empowering more than 23,000 beneficiaries, thus exceeding the official target of 21,246 beneficiaries.
This superior performance reflects the serious desire of the beneficiaries’ children to work and build the future, and it also confirms the success of the strategies followed by the Ministry of Human Resources in turning social challenges into promising economic opportunities.
