Cabinet approves rules for committees to adjudicate insurance disputes and violations

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud Crown Prince and Prime Minister , chaired the Cabinet meeting held today in Jeddah.
At the beginning of the meeting, His Royal Highness briefed the Cabinet on the contents of the two messages he received from the President of the Islamic Republic of Mauritania, Mohamed Ould Cheikh Ghazouani, and the Prime Minister of Japan, Sanae Takeichi.
Cabinet meeting
The Cabinet, while reviewing developments in the region, strongly condemned the treacherous attacks on the territories and territorial waters of the United Arab Emirates, Qatar, and Kuwait. It reiterated the Kingdom of Saudi Arabia's solidarity with its fellow Gulf states and its support for the measures they are taking to protect their security and stability.
Minister of Media Salman bin Yousef Al-Dossari, in a statement to the Saudi Press Agency following the session, explained that the Cabinet also discussed the latest developments in strengthening cooperation between the Kingdom of Saudi Arabia and various countries and international organizations. In this context, the Cabinet commended the outcomes of the third meeting of the Saudi-Turkish Coordination Council, which reflected a shared commitment to consolidating bilateral relations and expanding them across all fields to serve the interests of both countries and their brotherly peoples.
The Cabinet considered the selection of Riyadh as the United Nations Digital Government Hub as a confirmation of the Kingdom's leadership and its regional and global role in supporting multilateral international action, enabling innovation, and adopting artificial intelligence technologies to build a more inclusive and sustainable digital future.
State General Budget
The Cabinet reviewed the quarterly report on the performance of the state's general budget for the current fiscal year 2026, which included indicators reflecting the firm commitment to continuing to enhance spending on sectors that are always at the forefront of national priorities, including health, education, social development, and infrastructure, encompassing water and energy, as part of the ongoing effort to improve and elevate the services provided to citizens.
The Cabinet also noted the escalating development witnessed in the industrial and mining sectors in 2025, and the progress achieved in consolidating local industrial capabilities, attracting quality investments, and strengthening self-sufficiency in targeted sectors. This supports the diversification and sustainability of the production base and enhances the competitiveness of national exports in global markets.
Agenda
The Cabinet reviewed the topics on its agenda, including topics that the Shura Council had participated in studying. It also reviewed the conclusions reached by the Council of Political and Security Affairs, the Council of Economic Affairs and Development, the General Committee of the Cabinet, and the Council of Experts regarding these topics. The Cabinet concluded the following:
Firstly:
Approval of a memorandum of understanding between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Economic Development of the Russian Federation; regarding cooperation in the field of climate change and low greenhouse gas emission development.
secondly:
Authorizing His Royal Highness the Minister of Interior - or his representative - to discuss with the Omani side, regarding the draft memorandum of understanding between the Ministry of Interior of the Kingdom of Saudi Arabia and the Ministry of Interior of the Sultanate of Oman in the field of scientific, training and research activities, and to sign it.
Third:
Approval of an agreement between the Ministry of Environment, Water and Agriculture in the Kingdom of Saudi Arabia and the Consultative Group on International Agricultural Research (CGIAR) regarding promoting sustainability and innovation in the agricultural sector in the Kingdom.
Fourth:
The Minister of Environment, Water and Agriculture, Chairman of the Board of Directors of the National Center for Wildlife Development - or his representative - is authorized to discuss with the Chinese side the draft memorandum of understanding between the National Center for Wildlife Development in the Kingdom of Saudi Arabia and the First Institute of Oceanography in the People’s Republic of China in the field of marine biodiversity conservation, and to sign it.
Fifth:
Approval of a memorandum of understanding between the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia and the Ministry of Industry, Mines and Energy of the Republic of Tunisia for cooperation in the field of mineral resources.
Sixth:
Approval of the guiding model for a memorandum of understanding between the National Center for Transport Safety in the Kingdom of Saudi Arabia and its counterparts in other countries, and authorizing the Minister of Transport and Logistics, Chairman of the Board of Directors of the Center - or his representative - to discuss with counterparts in other countries the draft memorandum of understanding and to sign it, in light of the guiding model.
Seventh:
Authorizing the President of the Saudi Data and Artificial Intelligence Authority - or his representative - to discuss with the Bahraini side the draft memorandum of understanding between the Authority and the Information and eGovernment Authority in the Kingdom of Bahrain regarding joint cooperation in the field of data and artificial intelligence, and to sign it.
Eighth:
Approval of two memoranda of understanding for cooperation in the field of radio and television between the Saudi Broadcasting and Television Authority and both the Qatar Media Corporation and the Tunisian Radio and Television Corporations.
Ninth:
Authorizing the Attorney General - or his representative - to discuss with the Singaporean side the draft memorandum of understanding on cooperation between the Public Prosecution in the Kingdom of Saudi Arabia and the Attorney General’s Office in the Republic of Singapore, and to sign it.
Tenth:
Approval of the rules and procedures for the work of the committees for settling insurance disputes and violations.
Eleventh:
Approval to establish (Kingdom University) in the city of Riyadh.
twelfth:
Abdullah bin Abdulrahman bin Ibrahim Al-Jafali and Turki bin Mohammed bin Hamad bin Muammar have been appointed as members of the Board of Directors of the Saudi Authority for Industrial Cities and Technology Zones.
Thirteenth:
Approval of the final accounts of the Nuclear and Radiological Regulatory Authority, the General Authority for Roads, the Eastern Region Development Authority, the Development Authorities Support Center (formerly), King Abdullah City for Atomic and Renewable Energy, the Strategic Office for the Development of Jazan Region, and Umm Al-Qura University, for two previous fiscal years.
Fourteenth:
Directing what is necessary regarding a number of topics included on the Cabinet’s agenda, including annual reports of the Riyadh Region Infrastructure Projects Center, the Riyadh City Special Economic Zones Center, and Prince Sattam bin Abdulaziz University.
